F：That s right , in my opinion, The phenomena are caused by the following deep problems. Firstly, China's economy is underdeveloped, and it has large population base. And it has not developed enough to guarantee the welfare system for all people. Secondly, government-run welfare institutions have become a subsidiary body of government departments under the current system.
L：well, If these problems can't be solved , China's welfare would be difficult to continue developing ,Do you have any good suggestion on how to reform the welfare system in our country ?
F: I think the government should increase the welfare expenditures in the budget and Protect the interests of the majority effectively. What about you?
