国家卫生计生委要求各地落实登革热防控措施 2013-09-07 09:59:00 新华网 2013年9月6日从国家卫生计生委获悉,近期全国登革热病例数较2012年同期明显增加,国家卫生计生委已要求各地卫生计生部门落实防控措施,开展防治知识宣传培训,同时要求中国疾控中心对登革热防控工作加强技术指导。 登革热经伊蚊叮咬传播,一旦发生疫情,传播速度快、影响范围广。2013年东南亚等地区登革热病例数达到往年数倍,我国与其经贸往来频繁,防范疫情输入任务重。7月以来,我国广东、云南等地相继发生登革热疫情,报告病例数持续上升。目前,国内部分地区登革热疫情尚未完全控制,且目前正值蚊虫活跃季节,疫情存在扩散风险。国家卫生计生委日前发出通知,要求有关省份保持高度警惕,及时采取有效应对措施,防范疫情输入、扩散。 通知提出,卫生计生部门要加强登革热疫情监测,及时开展流行病学调查和卫生处理。在有报告病例的地区,要开展登革热病例主动筛查。结合爱国卫生运动,清除蚊虫孳生场所,杀灭蚊虫,降低本地暴发风险。要加强与公安、质检、旅游等部门的信息沟通,重点关注从东南亚、南美洲、非洲等登革热高流行区回国人员的健康状况,提醒其及时到当地医疗机构接受登革热检测和治疗。 国家卫生计生委强调,要开展登革热防治知识宣传教育,重点加强对出国经商、务工人员和游客等人群的宣传,增强群众及时就诊、配合治疗的意识,提高人群的自我防护能力。要组织对医务人员的防治知识培训,尤其是基层医疗卫生机构医务人员,提高其对登革热的诊治水平。 国家卫生计生委要求中国疾控中心及时监测和分析全国疫情。一旦发现局部地区发生登革热暴发流行,要立即组织专家赴疫区现场指导疫情防控工作,并及时反馈当地疫情和工作信息。

BEIJING, Sept. 6(Xinhua) --National Health and Family Planning Commission(NFHPC) released the information that recently dengue fever cases in China significantly increased over the same period of 2012. The commission has demanded local health and family planning authorities to put prevention and control measures into practice as well as carry out publicity and training of prevention and cure knowledge. Meanwhile it required Chinese Center for Disease Control and Prevention(CDC) to strengthen technical guidance for prevention and control of dengue fever.
Dengue fever, spread through the bites of Aedes mosquitoes, is rapid and extensive in transmission once there is an outbreak. In 2013, dengue fever cases are several times of those in previous years in areas like Southeast Asia, where China has frequent economic and trade exchanges with. Thus, it is a heavy task to prevent the epidemic’s entry into China. Since July, dengue fever outbreaks have occurred in succession in Guangdong Province and Yunnan Province, and reported cases continue to rise. At present the dengue fever epidemic has yet been under full control in some areas of China. Moreover, currently in active mosquito season, there exist risks of epidemic spread. A notification, issued by NHFPC the other day, called for strong vigilance maintained in provinces concerned and effective countermeasures to be promptly adopted in order to guard against entry and transmission of the epidemic in China.
The notification proposed several requirements for health and family planning departments as follows. They should enhance monitoring of dengue fever as well as launch epidemiological survey and sanitization in time. In areas where dengue fever cases have been reported, initiative screening should be conducted. Mosquito control and sanitization of the breeding places, in combination with patriotic health campaigns, should be proceeded to reduce risks of local outbreaks. Information exchanges with departments including public security, quality inspection and tourism should be intensified, of which the priority is to be watchful of health conditions of returnees from areas with high levels of dengue fever like Southeast Asia, South America and Africa. These returnees should be reminded of receiving timely dengue fever detection and treatment in local medical facilities.
NHFPC emphasized propaganda and education of dengue prevention and cure for civilians with a focus on businessmen, workers and tourists who went overseas, thus raising public awareness of promptly visiting doctors and following treatment. In that case, the masses will develop better self-prevention. Prevention and cure knowledge training should be initiated for medical personnel, especially staff in community-level medical facilities, so as to improve diagnose and treatment of dengue fever.
NHFPC called for timely nationwide surveillance and analysis of epidemics by CDC. Once a dengue outbreak in local areas is detected, specialists in related fields should be mobilized to take a field guidance for epidemic control as well as send feedbacks of local epidemic situations and relevant information.
