第1章 概 述
随着科技经济的不断发展,汽车开始普及普通的家庭,大量的车辆为停车场的管理带来了新的问题。传统的停车场管理主要通过给进入车场的车辆分发IC卡,记录车辆进出时间,作为计费的主要依据,不管是固定车辆还是临时车辆,进出停车场都必须在出入口停车刷卡后,才能进出停车场,在车辆出入繁忙的时段,这种管理方式往往造成塞车的现象,耽误车主宝贵的时间。
在车辆通过闸机过程中,驾驶员要完成一系列动作,如:“减速”、“停车”、“开车窗”、“刷卡”、

“等待挡杆抬起”、“开车”等,显然,这是个虽能完成出入管理功能、但效率低下的管理方法。 针对以上现象,我公司有限公司推出了全新管理理念,利用车牌识别技术取代传统的IC卡技术,解决车辆进出时必须停下刷卡而造成的停车场进出口塞车现象。

在停车场出入口的收费岗亭(控制中心)设置一台工控机(前端管理主机),它接收车牌自动识别器发来的车牌识别结果和图像信息。室外屏幕显示分两部分,左半部可接收由车牌自动识别器识别结果,直接显示车牌号码,右半部接收由前端机处理后的结果,直接显示车辆“放行”或“禁

行”。将此车牌较为详细的信息显示在岗亭中的显示器上。然后前端管理主机将相关信息通过网络发至服务器的管理系统。由中心管理系统将相关内容及数据进行归档处理,并存入数据库,建立查询系统及供出口时对比使用。在中心控制室,设置一台服务器和一台管理员使用的PC机,可用于管理和查询。

2.1.1 车辆驶入停车场
当有车辆驶近停车场入口时,系统自动检测到车辆的驶近,自动抓拍车辆照片,并识别出该车辆的车牌号码,记录入场时间、车牌号码、车辆照片,然后通过查询数据库内的登记车辆记录,确定该车的类型(固定用户车辆或临时用户车辆)。根据车辆类型的不同可采取不同的控制策略,主要可以分为以下的两种情况:
? 固定用户(场内登记)车辆——屏幕显示车辆图像、车牌号码、入区日期和时间和费用
交纳情况,系统抬闸放行。
? 临时用户(外来)车辆——可通过门岗确认后放行并开始记费等,屏幕显示外来车辆。
