摘 要
随着我国经济社会的发展，人民的权利意识不断提高，人们开始更加关注公共政策的执行。“上有政策，下有对策”的普遍存在严重影响了上级政策，尤其是党中央政策的贯彻落实。其产生的客观原因是上级政府和下级政府之间存在的利益冲突，主观原因是部分党员干部党性原则淡化，责任观念淡薄，缺乏全心全意为人民服务的精神。重要原因是监管力度不足。
本文通过对“上有政策、下有对策”这一现象的表现、产生原因以及这对一问题的解决办法进行研究分析，认为“上有对策、下有政策”这种现象是要不得的，应该杜绝，是可以杜绝的。我们每个人应该积极行使参与公共事务管理的权利，彻底打破“上有政策，下有对策”的怪圈，让党和国家的政策切实有效的贯彻落实，使人民的权利、利益真正落到实处。

Abstract
With the development of economy and society, the continuous improvement of people's awareness of their rights, people began to pay more attention to the implem- entation of the policy. \prevalence of policy, especially the implementation of the policy of the Party Central Committee. The causes are objective conflict of interest exists between the higher levels of government and lower levels of government, is part of the party cadres subjective reasons dilute the principle of party spirit, a sense of responsibility, lack of awareness of serving the people wholeheartedly. But the important reasons is supervision.
Based on the %under the measures\performance of this phenomenon, and this causes a solution to the problem of research and analysis, that \are countermeasures on, under the policy,\this phenomenon is undesirable and should eliminate, it can put an end to. Each of us should actively exercise their rights to participate in public affairs, and completely break %under the measures\contradictions, so that the policy of the party and the country to implement effective, so that the people's rights, interests truly implemented.
