【内容摘要】
近年来，随着兰州市城市化进程的不断加快，因征地拆迁引发的信访问题数量居高不下，部分城市房屋拆迁信访问题人数众多，涉及面广，引发大规模群体性上访事件的发生，城市征地拆迁工作成为了社会各类矛盾的汇聚点。七里河区作为农村土地比例较大、少数民族居住地较多、违章建筑数量高居兰州市第一的行政区，伴随着近年来兰州市城市建设速度和整体水平迅速提高，一些重大、群体性城市征地拆迁信访问题牵扯了基层政府部门大量的人力、物力，成为影响社会稳定的隐患。因此，迫切需要深入研究七里河区征地拆迁中各方主体间关系，明确政府在拆迁中的角色定位，分析产生七里河区拆迁引起信访问题的根源，找出化解此类信访问题的方法和思路。
本文通过对兰州市七里河区征地拆迁的现状和成因进行分析，用社会学的相关理论对兰州市七里河区征地拆迁引发的信访问题概况进行研究，并进一步借鉴国内信访理论及实践成果，进行征地拆迁信访问题比较研究，选取兰州市七里河区征地拆迁信访问题典型案例进行深入分析，提出解决兰州市七里河区征地拆迁信访问题的对策与建议，表达出自己浅薄的认识与想法。

【Abstract】
In recent years, with the continuous progress of urbanization in Lanzhou city, due to land acquisition and demolition caused by the high number of letters and visits, some urban housing demolition petition a large number of issues involved in a wide range, causing large-scale mass petition incident, Land acquisition and demolition work has become a convergence point of various contradictions of society. Qilihe District as a large proportion of rural land, ethnic minorities more residence, the number of illegal construction in Lanzhou City, the highest administrative area, along with the city in recent years, Lanzhou City, the speed of construction and the overall level of rapid increase, some major, Demolition of petition issues involved a lot of grassroots government departments of human and material resources, as the impact of social stability. Therefore, it is urgent to study the relationship between the parties in the land acquisition and relocation of Qilihe District, and clarify the role of the government in the demolition and relocation, analyze the root causes of the petition and relocation problems in the Qilihe District, and find out the ways and ideas to resolve such petition. This paper analyzes the current situation and causes of land acquisition and house demolition in Qilihe District of Lanzhou City, This paper studies the situation of letters and visits caused by land acquisition and relocation in Qilihe district of Lanzhou City by the theory of
sociology, And further draw lessons from the domestic petition theory and practice results, the land acquisition and demolition petition question comparison study, select the Qilihe District of Lanzhou City land acquisition demolition petition case typical case in-depth analysis, put forward to solve the Qilihe District of Lanzhou City land acquisition demolition petition problems and suggestions, express their shallow understanding and ideas.
