如果上述四点都已得到满足以及生产中设备、工装、检测及材料等物质条件均具备而故障依然发生，则认为是操作者可控的缺陷。
如果上述四点中有任何一点不能得到满足或者生产中设备、工装、检测及材料等物质条件不具备而产生故障，那就是管理人员的责任。只有了解品质问题的责任，才能有的放矢地去改善问题将品质提高。
