一、概述

(一)项目背景

河北省张北县两面井王牛滩村一带赋存有第三纪褐煤,虽然地质条件良好,但因煤质品种不佳,所以迟迟未开发。1995年12月河北煤田地质局第四地质队提交《河北省张北县两面井乡王牛滩地段(煤矿)详查地质报告》通过河北省矿产储量委员会的批准,共批准B+C+D级储量5290万t。其后,在该区段建有两处小窑进行采煤,但因煤质差、销路不好而停采。

2005年3月张北中部矿业开发有限公司应张北县委和政府邀请,由省委派出的援坝扶贫工作队牵线引进一项扶贫项目,该项目旨在通过开采张北县两面井乡王牛滩的褐煤对其进行化工加工,提取褐煤腊及汽油、柴油等化工产品,从而带动张北县相关的运输、建材、建筑、机械制造、维修服务等行业的发展,使张北县经济走上依托资源开发利用、脱贫兴业致富奔小康的道路。

经过一年来的工作,目前张北中都矿业开发有限公司的第一个项目“张北中部王牛滩褐煤化工一期萃腊工程”已获省发改委备案许可。为使该一期项目能够早日建成投产,必须解决原料供应问题,即建立王牛滩褐煤生产矿井,为此张北中都矿业开发有限公司投资建设一对年产60万t的机械化或半机械化的中型矿井,本设计即是在这样背景

下进行矿井可行性研究工作的,目的是使王牛滩煤矿建设成为好、快、省的机械化矿井为援坝扶贫作好工作。

(二)项目概况

王牛滩井田位于河北省张北县西北部行政区划隶属张北县两面井乡所辖。井田面积2.78km×2.43km=6.76km2,其各拐点坐标为: 点号 X Y 1 4601324 38526770 2 4601334 38529204 3 4598557 38529215 4 4598547 38526780 本区北部有通往化德的主干公路,南距张北县57km、距张家口104km。各乡镇之间有一般道路相通,交通尚为方便。

二、矿井建设条件

(一)概况 1、地理位臵

王牛滩井田位于坝上高原,地势平坦,微有波状起伏,海拔标高为1292~1328m,地势东南高西北低,有季节性的径流分布。

本区属大陆性气候,年平均气温1.9℃,最高31.5℃,最低-34℃,结冰期长达5个月,年降雨量330~400mm,蒸发量1710mm。冬季寒冷漫长,夏季凉爽短促,昼夜温差大,常年多风,风季为11月至次年5月,风力常达6~7级。春旱、风沙、冰雹、霜冻等自然灾害严重影响本区农业生产。本区冻结深度地质报告中未明确,今参考沽源地区暂

本区位于燕山地质构造带北侧,坝上地震构造小区,根据国家地震资料、地震烈度为5度。历史上没有破坏性地震发生。

2、开发现状

根据第四地质队的调查,目前区内有两处老窑,其中一个竖井位于补3孔东北方向100m处系1993年9月建井,井筒为砖砌井壁,直径2.0m,垂深73m,采煤一层,煤厚13.5m为第1煤组,巷道仅掘进10余米,后由于煤质差,销路不好,井筒废弃停采。另一处在76—1钻孔附近,1993年7月建井,竖井开凿时于垂深38m处遇流砂,因无力治理而废弃,该井未建成亦未出煤(井径2.4m)。

(二)外部建设条件 1、交通运输条件

张北县境内无铁路,公路207国道贯通南北,其他则是一般的公路,由于地势较平坦,公路较畅通,运输方便。

本区位于中朝准地台、内蒙台背斜土城子台拱、土城子台凹陷中。区域内构造简单,主体构造为呈北西~南东向展布的宽缓向斜。断层稀少,仅在区外东南部有F3、F9两条正断层,走向为北东,倾向北西。

本井田位于F3、F9断层的西北部,区内构造简单,地层近似水平,略向北倾,倾角<5°。区内未发现岩浆活动。

本井田构造之复杂程度属于简单类型。

依据区域地质资料结合钻孔揭露之成果,井田内赋存之地层由老到新依次为:太古界红旗营子群(Arh)、元古界化德群(Pthd)、新生界第三系、始~渐新统灵山组及第四系。其中太古界红旗营子群为煤系的古老基底,岩性以花岗片麻岩、黑云斜长片麻岩为主,其间夹有少许石英岩,下部夹有透镜状灰白色含石墨大理岩、橄榄大理岩,区域厚度大于7000m。

元古界化德群主要由角闪片岩、千枚岩及石英岩组成,与下伏地层不整合接触。

第三系始~渐新统灵山组由砂砾岩、砂岩、泥岩、粉砂岩及煤系地层组成。共含煤层5组,赋存在含煤地层的上部,其厚度由西向东逐渐增厚,但没有探明整个含煤地层的厚度,本区钻孔最深达898m。

第四系主要为浅黄色砂质粘土、粉砂等。最大厚度为23.2m,平均厚11.23m,厚度变化主要受地形地貌控制。

(2)煤层

本区含煤地层为新生界第三系始~渐新统灵山组,依据岩性、岩相组合及含煤性等特征,含煤地层分为上、中、下三段。上段为主要含煤段,中段为次要含煤段,下段不含煤。

由灰色、深灰色砂岩、粉砂岩、泥岩和煤层组成,含极少完整的植物化石,大多为植物碎屑。与中段地层分段标志层为3号煤组底板砂砾岩,该层岩性组合独特,上部细多为泥岩、粉砂岩。下部偏粗,多为中细砂岩,含砾程度较高,砾径偏大,该岩层层位较稳定且全区发育,易识别,故作为岩煤层对比标志层,厚度平均8.7m。本段含1、2、3号煤组,均发育于中、下部。煤层较厚,最厚达10.77m,煤层结构复杂,夹矸为泥岩、炭质泥岩、顶底板岩性多为泥岩、炭质泥岩,沉积特点:颜色为灰色、深灰色为主,灰绿色次之,沉积物以粉砂岩、泥岩为主,中粗砂岩次之;含煤性较好,煤层厚度大但结构复杂。

中段:为次含煤段,在全区内具有东厚西薄的变化趋势,厚度45~138m,平均117.7m。主要由灰色、深灰色粗细相间的碎屑岩和煤层组成。粗粒级岩层与下段地层相比,厚度与粒度均变小,中、粗砂岩矿物成分以长石、石英、岩屑为主,分选差,磨园中等。含4、5号煤组,在全区内大部分可采,煤层结构复杂。14线以东赋存另外2个煤组,但极不稳定,结构复杂,厚度变化较大。本段沉积特点:颜色以灰、深灰色为主,浅灰色次之,沉积物以中、细砂岩为主,粉砂岩及泥岩次之,砾岩成分以燧石为主,变质岩次之,含煤性较差,煤层结构复杂,煤分层厚度较薄,最厚为3.5m。

下段:不含煤层,厚度大于670m,与下伏地层呈不整合接触。岩性以灰绿色、灰色粗砂岩、砂砾岩为主,细碎屑岩以薄层夹于粗粒级岩层之间,未见煤层,仅局部含炭。本段沉积特征颜色以灰绿色为主,

灰色、浅灰色次之,沉积物粒度大,以粗砂岩、砾岩为主,且地层厚度大;砾成分以燧石、变质岩为主。

可采煤层:

主要可采煤层有1、2、3、4号煤组,局部可采为5号煤组,均属不稳定型煤层,自上而下依次分述之。

1煤组:位于第三系含煤地层最上部,距地面50~98m,平均75.62m,基本上全区均有分布,该煤层组由1~7层煤分层组成,煤组厚0.25~11.16m,平均4.22m,顶底板为泥岩及炭质泥岩,松软易碎,夹矸厚0.52~3.19m,为泥岩、炭质泥岩。

2煤组:上距1煤组1.56~21.21m,平均11.94m。该煤层由1~7层煤分层组成,全区分布结构复杂,煤厚0.81~23.88m,平均7.03m。顶底板多为泥岩、粉砂岩,易碎。夹矸多为泥岩、炭质泥岩。

3煤组:上距2煤组1.91~24.32m,平均8.30m,由1~9层煤分层组成,全区分布。煤厚0.66~10.74m,平均4.79m,煤层顶板多为泥岩及炭质泥岩,底板为砾岩、粗砂岩及泥岩,疏松易碎。夹矸为泥岩、炭质泥岩。

4煤组:上距3煤组2.92~27.66m,平均20.22m,由1~9层煤分层组成,全区分布,煤厚0.26~18.15m,平均4.62m,顶底板多为泥岩,半固结,夹矸为炭质泥岩、泥岩。

2、水文地质条件

本井田位于坝上高原区,境内地势平坦、开阔,略呈波状起伏,海拔高1300m左右。由于坝上高原仍处于地壳缓慢上升阶段,第四系沉积厚度较小,且多为渗透性差的粘性土组成;区内虽无地表河流,但在地势低洼处有大小不一的湖淖星罗棋布,坝上最大的安固里淖就在本区的南部。这些湖淖成为区内地表水、地下水的排泄聚集地。

含水层划分:根据地下水的的赋存状态可将区内地下水划分为变质岩类裂隙水;碎屑岩、火山岩类孔隙裂水;松散岩类孔隙水三种类型,又据地层年代,岩性及含水层特征分出三个含水岩组、五个含水层。

从大气环流看本区域大气降水是地下水唯一的补给来源。由于区内出露的基岩表面风化裂隙较发育,降水沿裂隙垂直入渗补给基岩裂隙水;第四系潜水在接受大气降水补给的同时,在山前地带接受基岩地下水的侧向补给,由于第四系含水层不甚发育,而地层中的粘土层阻隔了地下水垂直涌透,使地下水缓慢的向低洼处径流排泄,从而形成了坝上高原特有的大小不一的湖淖。

本区气候干燥,蒸发量是降水量的5倍,因此蒸发也是区内地表水与地下水排泄途径。

部和西南部有第三系砂岩零星出现,已有钻孔揭露深达898.09m,仍是第三系地层而未见基底。根据钻孔揭露地层的岩性,结合钻孔简易水文地质观测资料所划分的三个含水岩组、五个含水层,即:

① 变质岩类裂隙水含水层

② 碎屑岩、火山岩类孔隙裂隙水含水层 ③ 第三系渐新统砂岩、砂砾岩孔隙裂隙含水层

依据煤系的含煤特性及与含水层的关系和富水性,该含水层又划分出两个含水亚层。

③A:煤系下段砂岩、砂砾岩孔隙、裂隙含水层:

此段为煤系下部含煤段,含4、5号两个可采煤组,含水层由中粗砂岩、砂砾岩、砾岩组成,细砂粒组以上厚度11.36~341.18m,平均64.93m,占下段地层总厚度的35.1%,粒径较上段粗,局部见滑面。钻孔冲洗液在此段基本不消耗,其富水性弱。

③B煤系上段砂岩、砂砾岩孔隙、裂隙含水层。此段为煤系主要含煤段,含1、2、3三个可采煤组,厚86.03~120.5m。含水层有细中砂岩、砂砾岩组成,裂隙不发育,细砂粒组以上厚度0~71.91m,平均17.04m,占该段总厚度的15.6%。含水层厚度不稳定,水平方向上变化大,夹于泥岩、砂质泥岩、粉砂岩之间,为承压裂隙含水层。部分钻孔在该段顶部冲洗液消耗量0.2~2.8m3/h,未发现涌漏水现象。据钻孔抽水试验资料单位涌水量q=0.00321/s?m,渗透系数k=0.08m/d,水质类型为cl—Na型水,矿化度2.74g/L,为富水性弱

④第四系砂、砾石孔隙含水层

井田内第四系厚度不稳定厚0.5~23.20m,平均9.39m,岩性主要为亚砂土、粘土及局部粉砂及砾石透镜体薄层等组成。含水层厚度小,含水很微弱,据民井资料,地下水位变化大,水质较差,为Cl.So4~Na.Ca型水,矿化度210g/l。

含水层间水力联系:

本井田内第四系含水层直接与含煤地层接触,因此第四系水直接补给煤系上段含水层。煤系上下段之间没有稳定的隔水层,但上下段地层中泥岩、砂质泥岩隔水层的厚度分别占各段总厚度的85%与65%,因此煤系上、下段含水层间有水力联系,但很微弱。基底地层在本区内未揭露,其与煤系下段含水层水力联系也不密切。

断层水文地质特征:

本井田构造简单,地层近于水平。井田内未发现断层,仅在井田外东南部有F1正断层存在,该断层水文地质特征尚待以后查清,对本井田开采影响不大。

井田地下水补给、迳流、排泄条件:

本井田第四系地下水接受大气降水的补给后,一部分向地形低洼处缓慢地迳流排泄,另一部分垂直渗透补给煤系,由于煤系的储水条件差,因此迳流滞缓,而基底地下水在区外地层裸露地带接受大气降水补给后,向区内深部迳流循环。

矿床水文地质类型及复杂程度:

根据含水层与可采煤层的关系,区内直接充水含水层为煤系本身砂岩、砂砾岩含水层,其他皆为间接充水含水层。直接充水含水层富水性弱,单位涌水量q=0.00321/s?m,因此本井田水文地质类型可定为水文地质条件简单的裂隙充水矿床,即二类一型。

矿床充水因素分析:

根据井田内已开凿立井(现已废弃)开掘巷道10m左右实见井下水以滴水形式出现,矿井涌水量约5m3/h。另一处开凿立井见流砂无法治理而废弃、估算涌水量为15m3/h。

本井田开发后,预计本矿井有以下几方面的充水因素: ①井下涌水将主要来自煤系砂岩、砂砾岩含水层,但该含水层富水性弱,将以顶板淋水和滴水形式出现。

②第四系含水层不具备大范围连续沉积,仅局部地带底部砂砾石含水层与煤系接触,但距可采煤层较远,仅间接地补给煤系含水层,但在勘探过程中发现76—1孔和14—6孔、16—5孔一带有流砂透镜体存在,深度11~23m,在本矿井建井和开采时应采取措施,防止流砂溃入坑道。

③本井田虽然构造简单,但钻孔中发现岩层有滑面现象,说明小断层在本井田内还是存在的,其有可能成为导水通道,宜在生产中引起注意。

料不清,且均未进行封孔检查,矿井开采时应采取措施,防止钻孔透水。

根据2005年4月煤田地质局第四地质队提交的“河北省张北县两面井乡王牛滩井田储量核实地质报告”分析及计算本矿井开采时预计矿井涌水量为55m3/h。

3、其他开采技术条件

已有的小井在掘进巷道时实见煤层顶底板为泥岩、砂质泥岩,由于岩石胶结疏松,易冒落不好管理,且泥岩膨胀性大,压力大巷道断面维护困难,为本矿井开采和支护提出新的课题,针对此种情况,国内许多在软岩中开凿的井筒和巷道多采取“不对抗让压和封闭的方法以锚喷支护”收到较好的效果,此外巷道布臵在煤层中或留护顶煤进行开采亦是可行的措施。

本区煤种为褐煤,属于极易自燃的煤;煤尘各煤组均属于有爆炸危险;但本矿井无热害存在,矿井瓦斯资料在以往勘探中部分煤组采取了瓦斯样,其中3煤组CH4含量为0.55毫升/克燃值,4煤组CH4含量为0.73毫升/克燃值,折算吨煤涌出量为0.55~0.72m3/t。属低瓦斯矿井。

4、煤类、煤质及煤的用途 (1)煤类及其分布规律

相对较低。原煤的全硫也具有上部含量相对较高的特点。而原煤的真干基高位发热量为13.7~21.16mJ/kg,精煤为21.69~26.25mJ/kg,(折算后为3272~5159千卡/kg),均属低发热量煤种。归入褐煤二号(HM2)。

煤的工业利用方向:

由于煤种是低变质褐煤,无粘结性、低腐植酸、低发热量,煤的工业利用仅可作民用及动力燃料。

最近张北中都矿业开发有限公司为开发张北县的褐煤资源,拟利用褐煤碳化程度低内在化学活跃性高的特点,将其作为化工原料,经取样化验分析,该褐煤中含有褐煤腊,进而在萃取褐煤腊的基础上发展转化成汽油、柴油、化肥等化工产业,而在萃取处理过程中褐煤的热值仍可用作发电和其他燃料市场,进而带动起张北县各行业经济迅速发展,早日摆脱贫困境地,为此张北中都矿业开发有限公司可以说是为当地经济发展起到做到一项培育龙头的,带动一片的好事。开发王牛滩褐煤矿就是为上述工业提供原材料。

5、井田勘探程度及资料/储量

(1)勘探程度:前已介绍张北县两面井乡王牛滩井田由河北煤田地质局第四地质队提交详查地质报告,2005年4月第四地质队受张北中都矿业开发有限公司委托对该报告进行煤炭资源储量进行核实,所以按勘探程度而言仍是详查阶段。对于以此报告编制矿井开发可行性研究是适宜的。由于原详查报告之储量经河北省矿产储量委员会的批

根据2005年4月河北煤田第四地质队提供张北县两面井乡王牛滩井田储量核实地质报告之储量,全井田共获B+C+D级储量4992.77万t,其中B级1798.58万t、C级1452.42万t、D级1741.77万t,B+C级3251.00万t。

另外一个角度 ,换一种思维方式,以此种类的褐煤用来提取褐煤腊,进而转化为汽油、柴油等化工产品,以达到物尽其用的目的,所以方能在20年后予以开发利用,也是我国在经济建设和四个现代化建设过程中对加强西部开发,全国支援农村改变面貌,支援“老少边穷”地区尽快脱贫政策的宣传实践的成果。对此我们给予高度评价,力争将王牛滩矿井以好、快、省的建设,为张北县的工农业发展,为早日帮助当地人民摆脱贫困贡献一份力量。

本项目的地质条件是简单的、资源条件是可靠的、外部建设条件是具备的,虽有困难但在当地政府的领导下,定能在张北县绘出一幅改变面貌的兰图。

三、市场预测

张北县虽有褐煤资源,也曾有过小窑建井开采,但都因产品属低热值的褐煤并无销路而致矿井停产,今张北中都矿业开发有限公司拟将褐煤进行“煤化电”转化的综合开发利用,在建设王牛滩煤矿后,褐煤产品的市场供需情况则完全取决于“煤化电”诸多企业的生产能力,因为当地工农业和民用煤基本上不使用此煤种,所以地销量是很少的。中都公司应就“煤化电”转化的第一步萃腊工程应与煤矿建设相辅相成的建设起来,待取得第一步成功后,再继续扩展其他化工产品项目。因为都在起步阶段,无市场竞争问题,反而有市场风险,关键是取决于萃取褐煤腊工程的进展快慢及煤化工企业生产能力。

矿井建设后能够保证正常生产即可达到预期的生产能力,我们希望煤化工一期萃腊工程与煤矿建设同期投产,以使张北县依托资源开发迈出坚定的第一步。

四、建设规模与服务年限

(一)井田境界与资源/储量

本报告前之有关章节已介绍井田面积及各拐点坐标位臵在此不重复列出。

由于本井田是单独的块段,周围无其他的矿井,做为一个独立的矿区和井田自成体系,在详查地质报告和2005年储量核实地质报告中对井田之资源/储量进行储量核实工作,核实后的储量汇总表见P12。

建设矿井为保护井筒及地面主要建构筑物需设工业场地保安煤柱,保安煤柱留设依据地面建设保护规程有关规定执行,表土层移动角为45o,岩层移动角为73o,工业场地受护面积130×180m,计算各煤组煤柱损失量为:

1煤组:11.85万t 2煤组:12.39万t 3煤组:16.0万t 4煤组:13.31万t 合计:53.55万t

矿井工业储量为3251.0万t,扣除工业场地煤柱损失后设计储量
