Abstract

Compared with the second-generation mobile communication technology of GSM and CDMA, TD-SCDMA, WCDMA, CDMA2000 and WiMAX, represent the third generation mobile communication (3G) technology. Their ways for the IP communications, achieve high-speed connection between mobile terminals and the Internet, which take a decisive step in network integration technology evolution process.

For the future, 3G technology is very promising. With the continuous development of communication network technology, 3G mobile services are under the expanded scope, including mobile video services, mobile Internet services and mobile location services which require high-bandwidth network supports. The 3G mobile services are undoubtedly the most promising new mobile services.

Civilian technology has always been an important foundation for the development of weapons and equipment in the army. With the development of modern science and technology, especially information technology, civil and military communications technology and equipment has become increasingly wide range of compatibility and interoperability. Currently, the armed forces are facing information technology and modernization. Therefore, how to use 3G technology and its new mobile services to the communications support of the Armed Police Force, to better serve the armed forces on duty and dealing with the emergency mission, has become an important issue in the information technology research of CAPF.

This paper has always been studying around 3G networks and their services applications in the Armed Police Force in this subject.

Firstly, we introduced the history of mobile communications technology. Secondly, we introduced 3G technology features and the four standards and its advantages.

Thirdly, studies the audio and video coding technology in the mobile monitoring system, analysis the basic conception of it and the performance index of the audio coding as well as decoding. What’s more.

Fourthly, take the vehicle video monitoring system and video transmission emergency response system as an example, studies the overall structure of the monitoring system. And analysis the functions of the terminal system and how do those functions work in the mobile monitoring system.

Fifthly, based on the high speed data features of 3G network and according to the need of CAPF ,This article introduced mobile video monitoring system Based on 3G Network in the application of CAPF .
