1. 概述

1.1 背景 1.1.1项目背景

曲靖市温泉组团麒麟生态温泉旅游社区隶属云南省曲靖市麒麟区,位于曲靖中心城区南部,规划区面积约5.7平方公里。社区以温泉资源为依托,成为云南省旅游业二次创业的重点打造项目,同时也是云南省十一五旅游发展的重点项目。

阿特金斯受客户委托承担曲靖麒麟温泉度假社区控制性详细规划工作。本环保节能控制性规划报告将为控制性详细规划提供生态建设的理论支持。 1.1.2 规划地段及区位

曲靖位于云南省东部,滇、黔、川、桂四省结合之所,是出入云南省东北部的重要门户,也是省会昆明的屏障,素有“滇黔锁钥”、“入滇门户”之称。曲靖市市域交通网已形成,与昆明市交通联系便捷,距昆明新机场约100公里,市区仅3.5小时车程。曲靖市域有三条国家级的铁路干线铁路、四条高速公路以及包括326 、213 、 324 、320在内的四条国道纵横贯穿,交通条件便利。

本次规划地块隶属曲靖市麒麟区,位于中心城区南部约10公里处。规划地块东侧依南盘江为界,西侧以曲陆高速为限;地块南北长3公里,用地面积约5.7平方公里。 1.1.3规划地段功能定位

依据曲靖市现状发展水平、区域地位、社会经济发展条件及城市发展目标,以及国内健康旅游发展状况确定曲靖市温泉组团麒麟温泉生态旅游社区的整体发展定位为:曲靖市旅游发展的重要组团,具有可持续吸引力的、以健康度假为主题的旅游社区,云南健康度假胜地和国际健康度假示范社区。

1. Introduction 1.1 Background

1.1.1 Project Background

Atkins has been commissioned to undertake the regulatory planning for a new development in the Qujing city area of Yunnan province. This Environmental Sustainability Study Report provides background information related to environmental sustainability for the regulatory planning.

1.1.2 Site Location and Planning Area

Qujing city is located in the eastern part of Yunnan province, and is just 100 km away from Kunming International airport. There are 3 national railway lines and 4 national roads through the city.

The site is located at Qilin in the southern part of Qujing city and is about 10 km away from the central area of Qujing city. The eastern boundary of the site is Nanpanjiang River, and the western boundary is the Qulu Expressway. The total site area is 5.7km2.

1.1.3 Proposed Function of the Site

Based on the development level, location, economic situation, site conditions and tourism marketing potential, it is proposed that the site is developed into a hot spring tourism resort with an associated community development. The resort is expected to be an important project for the development of the tourism industry of Yunnan province. The site will comprise a number of elements and functions, including:

? A luxury landmark hotel with hot spring spa facilities; ? Hot spring spa centres; ? Health and wellness centre;

? Central commercial area with associated tourist facilities based around a central water feature; ? A lake with lakefront dining and entertainment area; and

?

Residential areas with associated public services and retail facilities.

These functions will be supported by the necessary associated infrastructure systems. The proposed layout for the site is shown in the master plan below. Details of the site planning, layout and functions are provided in the regulatory planning report.

1.2基地现状

1.2.1基地土地利用现状

现状用地类型主要包括:耕地、村镇建设用地、公共设施用地、仓储用地、水域用地、林地等。 主要以丘陵地形为主,地面高程在1855米到1936米之间,基地制高点主要分布在老虎山人工湖周边和基地中部地区山体,总体呈现西北高,中部隆起并逐渐向东部降低的形态。

通过GIS的分析,基地内部坡度25%以下地区占总面积的79.53%,25%以上地区仅占总面积的20.47%,用地条件整体比较平缓,适宜城市建设;基地内部15%以上坡度地区分布分散,地区地形变化相对丰富,景观条件较好。

37.6%,有利于太阳能和自然风资源的获得,有助于生态社区的规划建设

1.2.2 气候

据2001年统计资料,曲靖市年平均气温14.14℃,年平均降水量1052.44mm,相对湿度75%,年日照1918.33小时,年平均风速2.70米/秒。曲靖地处低纬高原地区,尽管受大陆季风影响,晴天日数多,光照比较充足,气候温和,夏季受海洋季风影响,降水集中,在全国气候区划中属亚热带高原季风气候。

温泉社区气候温润,适合人居,属于亚热带高原型季风气候,由于地势高低和微地形影响,气候类型多样。降水集中在7、8月份,6月份到10月份多云天气为主,年平均气温14.5℃,年均积温4100℃,年均日照时数2108.2小时,年均日照百分率49%,年均太阳总辐射5065兆焦耳/平方米。年平均无霜期240天,最长330天。

1.2 Site Conditions

1.2.1 Existing Land Uses and Site Conditions

The existing land uses on the site include: agricultural land,

farmers‘ housing, public facilities area (including 3 hot spring

hotels), storage area, two small reservoirs and woodland. The terrain on the site includes a number of hills with mainly gentle slopes but some more steep areas also.

The site conditions have been studied using a Geographical Information Systems (GIS) model (see Section 4.3 for further details). Nearly 80% of the area is of a gradient of less than 25% and the remainder has a slope angle of more than 25%. There is a wide distribution of slopes below 15% which are more suitable for development and the landscape is undulating. In terms of aspect the slopes 37.6% of the site have slopes facing south, south-east and south-west. Making use of these slopes will make the best use of the natural lighting and ventilation opportunities.

1.2.2 Climatic Conditions

The site has a warm and humid which is a very suitable climate to live in. Rainfall mainly occurs during the months of July and August. June to October have the most cloudy period. Annual average air temperature is 14.5oC with a cumulative annual temperature of 4100oC. The average total hours of sunshine annually are 2108.2 and total sunshine ratio 2is 49%. Annual overall total sunshine radiation is 5065 MJ/m. Annual average days without frost are 240 up to a maximum of 330 frost free

days.

1.2.3 水质

水环境保护规划的首要原则是对于具有水源功能的水体,无论河道水还是水库水,都应建立水源保护区,这既是保护水源的有力措施,也是国家环境保护政策的基本要求。

规划区水环境功能区分为景观水体功能区和过境水体功能区。其中景观水体功能区水质标准不得低于《地表水环境质量标准(GB3838-2002)》的Ⅳ类标准主要指标。按曲靖市环境规划市境南盘江水质达到Ⅳ类,基地内过境水质以Ⅳ类计。
