【Abstract】theUrbanundergroundpipelineisanimportantcompositionofmunicipalinfrastructures．Promotethegeneralsurveyofurbanundergroundpipelineandimprovethepipelinemanagementinformationandscientificlevelaretheinevitablerequirementofcity'sstabledevelopment．Combinedwiththecurrentsituationofthegeneralsurveyofurbanundergroundpipeline，thispapersummarizesandstudiestheorganizationandmanagementandimplementationmethods，basedonthecontent，theauthergivessomemeasuresandSuggestionsabouthowtocarryoutthegeneralsurveyofurbanundergroundpipeline．

【Abstract】WiththeaccelerationoftheurbanizationprocessandtheconstantexpansionofcityinChina，demandfortheuseandlengthofthepipelineareincreasing，sothatthetotalamountofallkindsofundergroundpipelinesisalreadyextensive．However，thesafetysituationoftheurbanundergroundpipelinedidnotattractenoughattention，whichtriggeredaseriesofundergroundpipelinesafetyissuesaffectingthesustainabledevelopment．Startfromtheproblemitself，thispaperanalyzestheunderlyingreasonsthatcauseallkindsofproblems，andisproposedtosolvetheproblemofthedevelopmentofundergroundpipelinesafetybypolitcalmanagement．【Keywords】UrbanUndergroundPipeline；SafetyDevelopment；PoliticalManagement
