I would like to begin by expressing, on behalf of the World Tourism Organization, our congratulations to the grand inauguration of the festival and promotion conference. It is also a great pleasure for me to take the privilege of participating in the Guangdong International Tourism and Culture Festival, and in particular in today’s Tourism Promotion Conference.
首先，我谨代表世界旅游组织向这次文化节和招商会的开幕致以诚挚的祝贺。我非常荣幸来参加广东国际旅游文化节，特别是今天的旅游招商会。
This event is a proof of the dynamism and importance of China, and Guangdong in particular, in today’s world tourism. In 2004, Guangdong Province was No.1 in comprehensive economic strength in China. Driven by its dynamic economic growth, the tourism industry in Guangdong has enjoyed substantial development in the last few years. For example, in 2004 Guangdong received 18 million international travellers. Both its tourism revenues and foreign currency take up one fourth of the national tourism revenues and of the national currency revenues.
这次活动见证了中国的活力与重要性，尤其是广东，在世界旅游业中的活力与重要性。2004年，广东省的综合经济实力在全国名列第一。其经济增长迅猛，旅游业也得到了蓬勃发展，尤其在最近几年。例如，2004年来广东的国外游客达到1亿8000万。广东的旅游业收入和外汇收入各占全国旅游业收入和外汇收入的四分之一。
By the end of 2004, the province had 1120 star hotels, including 40 five star hotels and 136 four star hotels, the highest number of star hotels among all cities of China. 777 travel agencies,
including 187 international travel agencies and 590 domestic travel agencies. 20 cities of Guangdong Province have been rated China’s best tourism city.
截止到2004年底，全省共有1120家星级酒店，包括40家五星级酒店和136家四星级酒店，为全国城市拥有星级酒店最多的省份。共有777间旅行社，其中187间国际旅行社及590间国内旅行社。广东有20个城市被列为中国优秀旅游城市。
We all know that the significant number of obstacles have been taken part in tourism industry between 2001 and 2003, from military conflicts to SARS, passing through terrorism and a sluggish economic situation, all negative factors have come together to damage tourism results. The impact was significant and rather global. For the first time since 1982, in 2003, there was a drop in international tourist arrivals. However, the period 2004 to 2005 was not much calmer，from the devastating tsunami to the more recent hurricanes distressing the coasts of the U.S. and Mexico, without forgetting several terrorist attacks and the surge of oil prices.
我们都知道一些事件妨害了旅游业在2001到2003年间的发展，从军事冲突到非典，从恐怖主义到经济衰退，所有负面因素共同损伤了旅游业。这种影响是严重的和全球性的。在2003年，国际游客人数自1982年来第一次出现了下降。可是，2004年到2005年也并不平静，从毁灭性的印尼海啸到近期影响美国及墨西哥海岸的飓风，以及几场恐怖袭击及油价飙升。
The good news though was that the world economy resiled in spite of all these negative factors, and it grew by 5% in 2004 and is set to increase by 4% this year. And the other good news is that notwithstanding all these threats, world tourism has showed again its resilience, and such events had only a limited and geographical impact. International tourist arrivals grew in 2004 by an exceptional 10.7% to almost 763 million. This result was much due to the unprecedented recovery of Asian tourism with a growth of 28% over the troubled year of SARS. Likewise, international tourism receipts grew by 9% after having dropped 3% in 2003, while in Asia the growth of tourism receipts went to an almost 25% rate, and growth continues this year.
好消息是，尽管存在这些不利因素，世界经济复苏，在2004年增长了5%，而且预定今年增长4% 。另一个好消息是，纵使有这些威胁，世界观光事业再一次显示了它的韧性，这些事件只是有限地和对部分地域造成冲击。出境游旅客在2004年前所未有地增长了10.7%达到将近7亿6300万。这样的成绩很大程度归功于旅游业在亚洲的恢复，在受到非典困扰之后增长了28%。同样，国际旅游收入增长了9%，自从2003年下跌3%以后，而亚洲旅游业收入增长接近25%，今年保持增长势头。
According to the latest data of the WTO World Tourism Barometer, international tourist arrivals grew this year up to July by almost 6%, which represents an increase of 25 million new tourist arrivals worldwide. Such growth trend was particularly strong in Asia, where after 28% increase in 2004; arrivals still went up by 9%. Again Asia’s tourism is growing above the world average, and above the long term forecast growth of around 6%. 2005 is estimated to yield to end with 5 to 6% growth, while in Asia the growth estimates to the end of the year are projected at 10%. This growth is much driven by China’s exceptional performance where tourist arrivals grew by 14% until October this year. Looking at the development of international tourism in the past 5 years, we
see that the world gained during this period, and this was a trouble period, 19% more arrivals. And more important, international tourist arrivals reached an increment of almost 50% in Asian destinations, making thus Asia as the most, the second most visited region in the world, after Europe, and ahead of the Americas.
依照最近世界旅游组织对世界旅游业统计的数据，出境游客人数今年到七月增长6%，全世界新增2500万游客。如此的增长势头在亚洲特别强劲，在2004年增长28%之后，有课人数再增长9%。亚洲旅游业再次以超过世界平均水平的速度增长，而且也超过预计的6%的长期增长速度。2005年预计增长5%到6%，而在亚洲这个增长预计为10%。这种增长势头很大程度是由于中国的出色表现，其入境游旅客到今年10月为止增长14%。看看国际旅游业在过去5年的发展，我们可以看到世界旅游业在该困难时期的增长，多了19%的游客。更为重要的是，来亚洲旅游的境外游客达到了几乎50%的增长，使得亚洲成为世界第二大旅游目的地，仅次于欧洲，居于美洲之前。
Asia and Pacific represents today 20% of all international arrivals, and most important and significant part of this share is due to Chinese destinations. China represents more than a quarter of all the 153 million international tourist arrivals in Asia and it represents 21% of the 125 million US dollars generated in international tourism receipts in this region.
亚太地区现在拥有国际游客人数的20%，其中大部分是去中国的。中国拥有1亿5300万亚洲入境游客的四分之一，获得亚洲1亿2500万美元旅游收入中的21%。
Due to its excellent performance in 2004, China is already the 4th most visited destination in the world, with a volume of almost 42 million international tourist arrivals, after having surpassed Italy for the first time in 2004. China is also the 7th most important country in terms of tourism earnings. It represents a volume of 26 billion US dollars. According to the World Tourism Organization’s long-term forecast – Tourism 2020 Vision, China is set to become by the year 2020 the most important tourism destination in the world. With the volume of 130 million tourist arrivals or 8% of world total, an expected 8% year average growth was estimated by the time the projections were made. However, up to the moment, the country has been performing much better than expected as tourist arrivals grew by 30% between 1990 and 1995, and by 30% a year between 1995 and 2000. As we can see the projected volume of 39 million arrivals for 2004 was already surpassed. China’s tourism is growing in a very favourable world and regional environment.
由于其在2004年的优异成绩，中国已经成为世界第四大旅游目的国，拥有4200万入境游客，在2004年第一次超过意大利。同时中国也是第七大旅游收入国，旅游收入为260亿美元。根据世界旅游组织的长期预测，“旅游业2020”，中国将于2020年前成为世界最大的旅游目的国。拥有1亿3000万游客，占全球总游客的8%，接待游客人数预计届时达到年增长率8%年。然而，至今为止，中国的成绩比预期好得多，入境游客在1990到1995年间共增长30%，在1995到2000年间每年增长30%。我们可以看到预计2004年达到3900万入境游客人数已经被超越。中国的旅游业在良好的国际和区域环境中发展。
World tourism has become more resilient and prepared to absorb external shocks. At the same time new destinations are becoming more and more competitive. As for Asia, improved economic conditions will continue to boost tourism demand and investment. Many significant factors such as transport capacity and access regulations and infrastructures are being significantly improved in this region. China in general and Guangdong Province in particular, are very good examples in this respect. China accounts already today for the highest percentage of air seats available in the Asia Pacific region, and it is still a growing market with a huge potential. I am sure that this forum will contribute to further develop the tourism industry in China and in Guangdong in particular.
世界旅游业如今已经更加强韧，能够承受外部冲击。同时新的旅游目的地越来越具竞争力。对于亚洲来说，改善了的经济条件将持续促进旅游业需求和投资。许多重要因素，例如运输能力及入境规则及基础设施都正得到很大改进。中国总体上，尤其是广东，都是这方面的很好的证明。中国今天拥有亚太地区最多的航空座位，而且仍然保持增长，同时具有巨大潜力的市场。我敢肯定这次招商会将进一步促进旅游业在中国尤其在广东的发展。

It is my great pleasure to attend today’s Tourism Promotion Conference. Taking this opportunity, I would like, on behalf of the Guangdong Provincial People’s Government, to extend my warmest welcome to all the guests and friends here. I would also like to express my sincere gratitude to friends who have always shown their interest in and support for the development of Guangdong tourism, economy and trade, as well as other social undertakings.
