基本公共卫生服务项目资金管理和使用中存在的问题分析及解决对策

[摘要] 社会的发展逐步加快，我国为紧随社会脚步，对国家卫生制度进行不断改善。政府为了扶持卫生制度发展，在其中投入大量建设资金，并吸纳大量全方位人才，共同服务卫生项目资金管理。虽然近几年在基本公共卫生服务项目资金管理上取得了不错成效，但仍存在一定问题。该文对基本公共卫生服务项目资金管理存在问题和挑战进行讨论，并探讨解决方法与对策。

government invests a large sum of funds and attracts a large number of comprehensive talents to serve the management of funds for health services in common. Even though we has obtained a good effect in the management of funds for the basic public health services， there are still some problems， and the paper discusses the existing problems and challenges of management and application of funds for basic public health services and studies solutions and strategies.

基本公共卫生服务项目的实施对各城市乡镇基本公共卫生制度有明显促进作用，能提升当地居民健康水平，并创建良好健康环境，为今后的发展做出贡献[1]。近几年在政府相关政策支持下，取得了一定成绩，但迄今而至仍然存在一些缺陷和不足之处，急需要进行有效改善。基本公共卫生服务项目包括很多种，所以资金结构较为复杂，为确保每一笔资金都用在实处，政府建立了相应的资金管理办法，确保可以在城市乡镇中大力发展卫生健康项目。 1 基本公共卫生服务项目资金管理存在问题和挑战 1.1 资金管理方案不健全，存在一定漏洞
