K. A product that does not comply with the requirements of the Follow-Up

Service Procedure and these Follow-Up and Inspection Instructions shall

have each UL referencing Mark removed from the product, or obliterated from the product where the marking is imprinted, die-stamped, molded, or the

like. If the rejection of the product is questioned by the manufacturer and Applicant, the product may be held at the point of inspection, typically at the factory, pending an appeal. The manufacturer and Applicant have the right to appeal a decision with which they disagree. Provide the name of the UL engineer to whom the appeal is to be made. To resolve issues

involving variations in construction, the manufacturer and Applicant may also be offered the option of contacting their New Work assignment

engineer. Held shipment appeals involving Follow-Up Services issues (e.g. - improper labeling, etc.) should be directed to an appropriate staff member designated by the Reviewing Office, such as the Responsible Reviewing

Office Personnel (RROP) for the product category. Should UL grant temporary authorization for the continued use of the UL Mark, such temporary

authorization shall only be for the time needed to review and/or process the Procedure revisions, or as otherwise specified to cover a particular lot or production run. The manufacturer shall demonstrate that all Marks referencing UL are removed from the rejected product. Those Marks

referencing UL not destroyed during their removal from the product shall be retrieved from the manufacturer?s control and, either (1) held until the manufacturer demonstrates adequate control of their production to assure the application of the Mark to only those products that comply with requirements, (2) returned to the supporting UL Label Center, or (3) destroyed.

L. Report to the manufacturer and the UL Reviewing Office by means of a

Variation Notice (VN) if:

a. Variations in construction are found,

b. The manufacturer's method and /or frequency of test is not as

described,

c. The manufacturer's test program is not being performed as described,

d. Nonconforming test results are witnessed during tests conducted

specifically for the UL Representative, or

e. Other items not in compliance with UL requirements (e.g. calibration

of equipment, access to the factory, etc.)

Explain to the manufacturer that a Variation Notice is a means of communication with the manufacturer and documents those items where

nonconformances to the Procedure have been encountered. Also explain that it is the manufacturers responsibility to forward a copy of the Variation Notice to the Applicant.

M. Where so specified by these Follow-Up and Inspection Instructions, select

Follow-Up Test samples and forward (mail) them to the appropriate UL

Testing Office for testing. Follow-Up Test samples are not to be mailed by the manufacturer.

N. Review the Manufacturer's Test Program to assure that:

a. The required tests are being performed correctly; and

b. The instruments being used for the tests have been calibrated at the

prescribed interval and are in good working order.

c. The proper number of samples are being subjected to the required

tests.

d. The proper information is being recorded and is up to date.

O. When reviewing Certificates of Calibration for test equipment, verify that

the Certificate indicates that all reference standards used to calibrate the test equipment are traceable to the applicable U.S. or Other National Standard.

GENERAL INSPECTION GUIDELINES

Application of the Listing Marks to Product

General

L1. The UL Representative shall examine a minimum of ten coils or reels of

Flexible Cord to assure that the application of the label to the product throughout is in compliance with the requirements of Underwriters Laboratories Inc.

L2. Flexible Cord is covered under UL's Type L Listing Service and is

identified by the Type L label whose contents are identified in the Section General of the Follow-Up Service Procedure.

L3. The Listee's name, tradename, trademark or UL File Number (if authorized

in the Follow-Up Service Procedure) which identifies the Listee, must

appear on the combination label, unless the subscriber chooses to purchase standard labels from UL's Label Centers, in which case the Listee's

identification is not applicable. At least one label shall be applied to the tag furnished with each coil or reel of Flexible Cord. The footage

represented by the label or labels shall in each case be approximately the same as the number of feet of Flexible Cord, within ±5 percent.

L4. Each flexible cord shall have a durable distinctive marking throughout its

entire length by means of which the Listee can be identified. This shall be accomplished by one or more of the following methods:

1. assigned combination of colored marker threads. 2. assigned file number, or

3. organization name or acceptable coding such as by trade name, trademark

The above identification methods are listed in order of precedence; i.e. if the descriptive marking includes both a marker thread and a file number, the marker thread shall be used to identify the responsible organization.

Bulk Labeling Option

L5. As an alternative to applying the label and engineering markings directly

on the coil or reel, the label may be applied directly to a carton containing one or more spools, provided that the carton bears all the

required engineering tag markings and the label(s) covers the total footage of Flexible Cord in the carton, within ±5 percent. The label on the carton shall be adjacent to the engineering markings, and preferably so located that the label will be torn when the carton is opened. This option is only permitted for shipments to Original Equipment Manufacturers (OEMs) where the cord is consumed in one location and the UL Representative can verify the presence of a Listing Mark on the carton. If the bulk shipment is sent to a distributor, who discards the original container and resells the

individual reels, this cord shall not be considered Listed if the Listing Mark (label) and engineering markings are not available at an OEM's facility.

Purchasing Listing Marks

L6. Type L Listing Marks must be purchased from a UL authorized printer,

unless the subscriber chooses to purchase standard labels, or if the subscriber has authorization for Machine Imprinting/Computer-Generated Labels. Lists of these printers may be obtained from the UL Label Center that normally supplies the Inspection Center with labels. The ordering and release of Listing Marks will be performed through the appropriate label center.

Labeling of Multi-Rated Flexible Cord

L7. Flexible Cord which is dual rated as with a Recognized Component AWM style

(e.g.: \carton, and only the UL Logo in the surface print legend.

The UL Logo shall consist of the letters \For multi-rated constructions, UL requires that the UL Logo in the surface print legend clearly associate the \clearly separate the Listed cord types from the AWM designations. Examples of proper markings are shown below: ...SPT-2 (UL) or AWM... ... (UL) SPT-2 18 AWG 300 V or AWM...

L8. The tag marking for dual-rated cord shall account for all common and

unique requirements for each cord type identified in the cord's surface print. As an example, for cord identified as \engineering tag marking requirements for these two types would include the Listee's name, gauge, voltage rating and date of manufacture. The unique tag markings would be applicable to the AWM category and would include such items as the insulation thickness, the jacket thickness, and the usage statement.

L9. Since the construction in the above example references one Listed cord

type and one Recognized wire type, a UL Listing Mark is applied to the tag. In this case, a Flexible Cord Listing Mark is applied to the tag.

L10. If the UL Representative encounters labeling practices not in accordance

with the above guidelines, the situation shall be documented on a Variation Notice, but shipment shall not be held. The manufacturer must be informed of the corrective action that needs to be taken on the next production run. Incorrect tag markings will also require the issuance of a Variation

Notice, but shipment shall be held until the tags are corrected. Inspection Centers which do not have access to a Label Service Charge List should contact their supporting Label Center to resolve any service charge inquiries.

Nondenominational Labels

L11. Nondenominational labels are available for Flexible Cords. These labels

do not contain a cord length (feet or meters) imprint. Unlike labels with denominations, when nondenominational labels are used, the UL Service Charge is based on the footage of Flexible Cord produced bearing

nondenominational labels during each calendar month. In order to determine the footage produced bearing nondenominational labels, it is necessary for each manufacturer using this option to maintain accurate records of all production, and to allow the UL Representative access to these records.

L12. The use of nondenominational labels is an option made available only to

those manufacturers whose production recording methods and controls have been evaluated by UL, and found to be an acceptable basis for service charge billing. The use of nondenominational labels is not required, and labels with the footage imprinted will continue to be available. When nondenominational labels are authorized for a manufacturer, the

authorization will be indicated in the Follow-Up Service Procedure and on the Subscriber Card (Account, Class and Code Section).

L13. The UL Representative shall inform manufacturers interested in having

their record keeping facilities evaluated toward receiving authorization to use nondenominational labels to contact the Reviewing Office for their Procedure.

Machine Imprinting/Computer-Generated Labels

L14. Machine imprinting is a labeling option available for the Flexible Cord

category. Follow-Up Service Procedure authorization is required for this option. Manufacturers who wish to use machine imprinting shall be

instructed to contact the Reviewing Office for their Procedure. Computer-generated labeling is another labeling option available for the Flexible Cord category. Manufacturers who employ this option print their own labels in-house, rather than purchase them from a UL authorized printer. Procedure authorization is also required for this option. Manufacturers using this option are required to maintain accurate production records for the

purposes of service charge billing, identical to those described in the nondenominational label program above. Manufacturers who wish to computer-generate labels shall be instructed to contact the Reviewing Office for their Procedure.

Labeling of Cut Lengths

L15. Flexible Cord produced in-house and packaged in cut lengths by the

manufacturer is labeled differently from Flexible Cord which is received on reels from another Flexible Cord manufacturer and then cut into lengths by the receiving manufacturer. The procedure indicated below shall be followed when labeling Flexible Cord which the manufacturer produces in-house and ships in cut lengths:

a. Place the Flexible Cord label covering the total footage of cut

lengths on the outside of the carton of cut lengths.

b. Prepare the usual engineering tag and place it inside the carton of

cut lengths. The information required on the tag can be found under the \
