第一章 江津概况

一、地理位置

江津区地处四川盆地东南边缘,介于东经105°49′至106°36′,北纬28°28′至29°28′之间,东西宽约80公里,南北长约100公里。江津东邻巴南、綦江,南靠贵州习水,西依永川、四川合江,北接璧山及重庆九龙坡区,距重庆都市区46公里,地处重庆中心城镇群范围,境内有成渝铁路、渝黔铁路、成渝高速公路和长江水运与重庆相连。 二、行政区划

江津区域总面积3219平方公里,其中陆地面积3060.1平方公里,水域面积158.9平方公里。市域建设用地面积296.3平方公里。

目前,江津区设3个街道办事处(几江、德感和支坪街道办事处)、23个镇和四面山管委会、380个行政村。江津区人民政府驻在几江街道办事处。 三、自然条件 (一)地质地貌

1、地貌

江津地处四川盆地东南边缘,云贵高原北坡大娄山余脉梯间过渡地带,境内山丘密布,河流纵横。地貌以丘陵兼低山为主,丘陵面积2102.18平方公里,占全区总面积的65.31%;山地面积1017.63平方公里,占全区总面积的31.61%;平坝阶地99.19平方公里,占全区总面积的3.08%。全区地形南高北低,山区多在南部。区境内计有78座大小山岭,海拔最高处四面山蜈蚣坝1709.4米,最低处珞璜镇中坝178.5米,相对高差1530.9米。

2、地质

江津广泛分布侏罗、白垩系地层,以砂岩和页岩为主。由于大部分岩层近于水平,砂岩与页岩相间,经过地质运动和溪流的切割而形成一些高丘台地,如篆山坪、滚子坪、云雾坪、艾坪等,相对高差达100米左右。

沿江的山岭槽谷由中生代石灰岩、页岩及砂岩组成,当表层砂岩被剥蚀后,下部石灰岩出露并经流水侵蚀发育成二岭一槽,呈船型地貌。槽谷内有小型岩溶地形。

(二)水文

1、河流

江津属长江水系上游干流区,水网纵横,主要由长江及其南北支流构成,区域河流总长度403公里。其中流域面积大于200平方公里的河流有7条,包括长江及北支流的临江河、壁南河,南支流的塘河、驴子溪、綦江河、笋溪河。目前主要通航河流有长江、綦江河、塘河、笋溪河。

长江:在江津区的羊石镇入境,流经石蟆、朱杨、白沙、油溪、龙门滩、几江、德感,西出珞璜镇的石家沟口进入重庆市区。朱沱水文站以上流域面积697925平方公里,多年平均流量8670立方米/秒,年均迳流总量为2637.10亿立方米。

临江河:在江津板桥入境,经朱杨镇在朱杨溪注入长江。流域面积725平方公里,河长94公里,多年平均流量8.14立方米/秒,年均迳流总量2.57亿立方米。江津境内流域面积56平方公里,河长13.32公里。

壁南河:在长冲进入江津境内,经油溪镇注入长江。流域面积1070平方公里,河长95公里,多年平均流量12.0立方米/秒,年均迳流总量3.79亿立方米。

塘河:在塘河镇进入江津境内,经三口在石门镇的河口注入长江。流域面积1540平方公里,河长153公里,年平均流量31.3立方米/秒,年均迳流总量9.87亿立方米。

驴子溪:发源于江津区中山镇的蓼叶湾,流经毗罗、永兴、鹅公,在白沙镇注入长江。流域面积240平方公里,河长42公里,多年平均流量4.50立方米/秒,年均迳流总量1.42亿立方米。

綦江河:在广兴镇进入江津境内,经夏坝、贾嗣、西湖、仁沱,于顺江的王爷庙注入长江。流域面积7140平方公里,河长217公里,在江津境内河长达73公里。多年平均流量126立方米/秒,年均泾流总量39.74亿立方米。

笋溪河:在四面山镇的林海村进入江津境内,经中山、凤场、傅家、蔡家、嘉平、夹滩、先锋等镇乡,于支坪白溪注入綦江河。流域面积1230平方公里,河长127公里,多年平均流量20.1立方米/秒,年均迳流总量6.88亿立方米。

2、地下水

江津地下水资源总储量6230万立方米,分为松散岩类孔隙水、碎屑岩类裂隙孔隙水、碳酸盐岩裂隙溶洞水,基岩裂隙水四大类。水质为重碳钙水和重碳酸钙钠水,矿化度在0.3至0.5克/升之间,泉流量为0.1至5升/秒,地下水迳流模数为1至3升/秒·公里。在白

沙万年海、长冲挖槽沟等地储有丰富的地下优质矿泉水资源。 (三)气候

江津气候属北半球亚热带湿润季风气候区,全年气候温和,四季分明,雨量充沛,无霜期长,云雾多,日照少,盛夏高温,多伏旱。

据江津气象站1971年至2000年29年观测资料统计,多年平均气温18.2°C,年最高气温41.3°C,年最低气温-2.3°C;平均日照1208.0小时,平均湿度82%,瞬时最大风速32米/秒。年平均降水量1035.5毫米,降水量主要集中于5—9月为700.00毫米,占全年降水量70%左右。无霜期341天,年湿度81%,太阳总幅射量86.5千卡/平方厘米。平均年蒸发量1015.0毫米。 (四)土壤

全区土壤划分为紫色土、水稻土、黄壤土和冲积土4个类、8个亚类、25个土属、72个土种和110个变种。

全区土壤分为4个土区、6个亚区、12个小区。

沿河阶地平坝-冲积土区,分布在长江两岸,海拔250米以下。 中部丘陵区-紫色土区,分布在丘陵地区。

南北低山-黄壤、紫色土区,分布在南部倒置向斜低山和中部、北部背斜低山地区,是江津粮经作物主产区。

南北中山-黄壤土区,分布在南部四面山区。 (五)山脉

江津地势南高北低,山区多在南部。境内有78座大小山岭,千米以上有十座,包括骆崃山、阳照山、老龙坪、毛坪、华盖山、川洞、破岩子、屏山、四面山、周家寨。南部四面山、黄雀岩、西南高尖子等群山北向蜿蜒至长江;北部中梁山、缙云山、云雾山三条山脉由北向南平行延伸,受长江切割形成峡槽。 (六)自然灾害

主要灾害性天气:夏季的伏旱十有九年发生,特别是北部,平均每四年发生一次连续30天左右降水量小于35毫米的重伏旱;春、秋、冬3季,平均有3-4次的寒潮发生,最多年达8次,7、8月局部地方有雷雨大风发生,9-11月有不同程度的绵雨,最长可持续达1月之久;夏季的洪涝发生在江河两岸和谷地一带;山区和槽谷地带常有冰雹灾害。

四、自然资源 (一)矿产资源

江津境内已发现的金属、非金属矿种有20多种,分别为铁、锰、砂金、天然气、石膏、石灰石、石英砂岩、白云岩、岩盐、软质、半软质耐火粘土、矿泉水、页岩、建筑石材、建筑用沙、砖瓦、土陶粘土、绿豆岩、彭润土、滑石、重晶石等。非金属矿在重庆占有重要位置,达到国家规模的大中型矿床11处(见附表1)。目前,江津区主要开采利用的矿种为煤、石膏、石灰石、石英砂岩、耐久粘土、页岩、建筑石材、建筑用沙等。 (二)水利资源

1、水力资源

江津境内水资源包括过境水、地表水、可开采地下水三个部分。可利用地表水资源,在P=75%中等干旱年时为4.9亿立方米,较为丰富。过境水资源量为2718.2亿立方米。全区水资源利用程度平均为37%左右。现有水资源开发利用程度见附表2。

2、水资源质量分析

经江津区环保局和重庆市环境科研所监测,并采用中华人民共和国《地面水环境质量标准》(GB3838~88)分析评价结果表明:塘河(江津段)、笋溪河、壁南河(江津段)、驴子溪等溪河的水质属清洁或尚清洁,长江(江津段)属轻污染,綦江河(江津段)属重污染,临江河(江津段)属严重污染。

3、水利资源

全区可供开发水能200多万千瓦,现仅开发3万余千瓦。水库电站装机5100千瓦,年发电量达1600万瓦。 (三)动植物资源

森林资源:江津是重庆市重点林业区县之一,森林资源较为丰富,通过实施“长江防护林”、“多功能防护林”、“天然林保护”、“退耕还林还草”等重大工程建设,全区森林面积达到157万亩,森林蓄积达到562万立方米,森林覆盖率32.52%,活立木蓄积量350万立方米。

森林植被北部以散生马尾松、丝栗、杉木残次林为主,南部以亚热带常绿叶林为主,其次有落叶阔叶林和暖叶针叶林,共三种植被类型七个群系;有维管束植物200科1500种以上。其中南部国家重点风景名胜区四面山森林面积42万亩,是地球同一纬度上保存最
