我国民间组织的发展现状、存在问题及对策建议

摘要： 目前，我国民间组织的社会关注度进一步提高，政府向民间组织购买公共服务逐年增加，但是总体来说，民间组织仍然发展缓慢，增速递减。民间组织存在着建立门槛高，程序繁琐，经费不足，力量较弱，相关法律法规体系不健全等问题。针对这些问题，政府要加强对民间组织的扶持和培育，建立政府购买服务的制度化保障机制，对民间组织的登记管理制度进行改革和创新，并为民间组织的发展创造良好的法律环境。同时，民间组织要增强自身能力，拓宽资金来源。
Abstract： At present， while collective concern of Chinese non-governmental organizations （NGO） is improving and the governmental purchase of public services provided by NGO is increasing， NGO is still developing with a low growing speed in general. Currently， NGO is confronted with challenges including high threshold of establishment， cumbersome procedures， lack of funds and the growing strength， absence of related regulations. To solve these problems， the government should increase support for NGO and improve the governmental service purchases with institutionalized mechanisms of protection. Further more， reform and innovation for
registration and management system of NGO and the creation of a favorable legal environment are essential solutions which need to be constructed by the government as well. At the same time， NGO should enhance their own ability， broaden the source of fund. 关键词： 民间组织；发展现状；对策

1.1 民间组织的社会关注度进一步提高 目前，民间组织在当今社会扮演着越来越重要的角色，而且不断地与国家发生的重大事件密切联系。民间组织因其自发性和志愿性等特点，能够较好地对各种社会问题和重大事件进行反应，弥补政府失灵和市场失灵的不足，在社会问题发生的各个领域拓展空间，构建基于社会公益的服务体系并不断增强其专业化能力，从而维护并增进社会的公共利益。
