公共事业管理专业(人力资源管理方向)培养方案
专业名称与代码:公共事业管理 110302(110401)
专业培养目标:本专业培养具备人力资源管理理论、技术与方法等方面知识,并能熟练运用这些知识,能在文化、教育、卫生、体育、社会保障等公共事业管理部门从事行政管理或人力资源管理工作以及科研工作的专门人才。
专业培养要求:本专业学生主要学习管理学、经济学、政治学等方面的基本理论和基本知识,掌握人力资源管理的基本理论、技术与方法,使学生具有一般管理人员的基本素质和规划、协调、组织和决策方面的基本能力,能够从事公共事业部门的管理工作。
毕业生应获得以下几个方面的知识和能力:
1.掌握管理学、经济学、人力资源管理等现代科学的基本理论和基本知识; 2.具有胜任人力资源管理工作的员工测评、岗位分析、绩效管理与薪酬管理、劳动关系管理等方面的专业技能;
3.具有进行基本人力资源数据收集、处理和统计分析的基本知识和能力; 4.熟悉党和国家的有关法律法规、方针政策以及制度; 5.具有较强的社会调查和科学研究能力;
6.了解公共事业部门的基本概况,并对这些部门的组织管理与人力资源管理状况有比较清晰的认识;
7.掌握文献检索、资料查询、科学研究的基本方法,具有一定的策划、组织、执行能力,良好的从事科学研究能力。
主干学科:公共管理学、政治学。
核心课程:管理学、组织行为学、公共部门人力资源管理、管理定量分析、社会保障学、社会学、公共经济学、城市管理学、公共政策分析、工作分析与职务设计、绩效考核与薪酬管理、劳动关系管理、人才测评、社区管理、社会调查与统计、应用写作、公共事业管理。
主要实践性教学环节:包括劳动教育、军事训练、学年论文、综合技能训练、教学实习、毕业实习、毕业论文设计等,一般安排不少于30周。
修业年限:四年。 授予学位:管理学学士。

Program For Public Undertaking Management
Specialty and Code: Public Undertaking Management 110302(110401)
Education Objective: The Public Undertaking Management specialty aims to train high-level special talent person to master the theory, skills, methods of human resources management, and to be engaged in work for administration and human resources management and research work in the culture and education, sports, medicine and social security institutions.
Education Requirements: The student of Public Undertaking Management mainly studies and grasps the elementary theory and knowledge on management, economics, politics, the basic theories, skills, methods of human resources management, and receives the basic training for planning, coordinating, organizing and decision-making, so as to have the basic capability for working in the public undertaking management institutions.
Graduates Are Required:
1.To grasp the elementary theory and elementary knowledge of management, economics and human resource management;
2.To possess Professional skills of staff evaluation, job analysis, performance management and compensation management and labor relations management in human resource management position;
3.To master Basic knowledge and skills of collecting, processing and statistical analyzing of human resources data;
4.To understand the basic policy, laws and regulations of the party and the country; 5.To have good ability of social survey and research;
6.To be familiar with the basic features of public undertaking sectors, and their related a organization management and human resources management; 7.To master the basic method of literature retrieval, information query and scientific research, and a certain degree of ability in planning, organization, execution, and a good capability of scientific research.

Main Courses: Management, Organizational Behavior, Human Resources Management in Public Department, Quantitative Analysis of Management, The Social Security Theory, The Introduction to Sociology Theory, Public Economics, City Management, Public Policy Analysis, Job Analysis and Position Design, Performance Review and Compensation Management, The Management of Labour Relations, Personnel Assessment, Community Management, Social Survey and Statistics, Applications Writing, Public Undertaking Management.
Practical Work: Labor Practice, Military Training, Semester Thesis, Comprehensive Skills Training, Teaching Practice, Graduation. Practice and Graduation Thesis, which would be last for 30 weeks at least. Duration: Four years.
