网上银行的方便快捷,近日应用到了中介公司帮客户缴税上,这将使得买房人领到契证的时间大大缩短。

据杭州市财政局农税征收管理局相关负责人介绍,网上可缴的税包括契税、营业税等一系列税费,目前主要在中原地产、盛世管家等4家中介公司开展试点。

具体的操作流程是,中介公司在农行延庆支行开立一般存款账户,办理网上银行注册手续,并保证存款账户有足够的资金支付每次申报时所需缴纳的税费款项,然后向农税征收大厅“申报受理”窗口一次性提供完整准确的纳税申报资料,并附上《应纳税费预算表》,经税费核算并确认缴款后,就可通过农行网上银行直接扣款了,等扣款成功后,农税就会根据农行提供的税款到账销号的信息,制作契证,并实现当场发放。

杭州市财政局农税征收管理局管理科副科长吴莹子说,以前办证慢主要是因为中介公司一般都通过转账支票来缴纳税费,银行结算时间比较长,现在通过网上缴税,进一步缩短了银行结算时间,办证速度当然大大加快。

原本为了省800元的二手房贷款担保费,却不料招来几十万元的损失。南京市房管局人士近日对记者介绍说,目前一些卖房人因为忽略了二手房贷款担保,导致房子的大部分余款迟迟拿不到手。

据介绍,目前二手房交易贷款通常采用的方式是:卖方先将房屋产权过户到买方名下,凭着已是买方名字的产权证,将卖方的土地证过户到买方名下,买方拿到土地证,再凭着已经在买方名下的产权证和土地证,到房产登记部门办理买方向银行贷款的抵押登记手续,然后银行才能发放贷款,这个过程快则半个多月,多则近1个月。也就是说,买方只需支付卖方40%左右的购房款,就能够获得房屋的全部权利证书;卖方已经失去了房产的所有权利,却要等近1个月的时间才能拿到全额房款。在这一过程中,如果出现买方的银行贷款未获批准等情况,卖方就不能拿到剩余的大部分房款。

对此,房管部门人士提醒:二手房交易贷款应通过有资质的担保公司,由担保公司在买卖双方交易过户时先为买方向银行贷款承担担保责任,银行放款给担保公司及时支付给卖方,卖方领走房款后,担保公司再为买方办理土地证过户和抵押登记等手续。这样,可能出现的各种风险都由担保公司来承担,同时担保公司还会控制所有后续手续的办理,保证了房产不被不法中介及不法代理公司利用
