摘 要
当前的宏观大背景是全球化，并突出表现为经济的全球化。所谓经济全球化指的是随着世界科学技术的高度发展，世界各国经济出现的相互依存、相互渗透的一种新的经济现象。经济全球化相对于非经济全球化而言，是一种制度上的创新，这种制度的形成缘于它能提供相对于非经济全球化更多的可见的和潜在的利益。在这种制度框架中，国家经济主体的视野不应再局限于本国一隅，而是尽可能的在全球范围内寻求资源优势，并对之进行有效配置。在现实生活中，我们可以看到，参与经济全球化的国家已经享受到了由经济全球化的发展所带来的高品质的产品、高素质的服务，享受到了由经济全球化所带来的良好的发展机会。但同时我们更应看到另一面，即经济全球化同时产生的种种不利因素，甚至形成经济全球化“陷阱”，为欠发达和发展中国家带来的诸多严峻的挑战。
国有企业是我国国民经济的支柱，国有企业改革是整个经济体制改革的中心环节。 通过制度创新，建立现代企业制度，创新国有企业的技术机制，增强国有企业的科技开发能力、市场竞争能力和抗风险能力，是国有企业改革的核心内容的重要内容。而任何国有企业改革方案的最终制定，都必须基于对国有企业创新状况的把握。本文具体研究分析了我国国有企业技术创新和制度创新的现状。

Abstract
The current macro background is globalization, and outstanding performance for the globalization of economy. The so-called economic globalization refers to the world with the height of the development of science and technology, world economy in the interdependence, mutual penetration of a new economic phenomenon. Economic globalization relative to the non-economic globalization is concerned, is a kind of system innovation, this system is formed due it can provide relative to economic globalization more actual and potential benefits. In such a system framework, the national economy of the main body of the vision is no longer limited to their corner, but can seek in the global range resources advantage, and effectively configuration. In the reality of, we can see, participation in the economic globalization country increasingly enjoy by globalization brings the high quality material products, high quality of the intangible service, increasingly enjoy by globalization brings the efficient development opportunities. But we should also see another, namely the economy globalization can not only bring many benefits, also can produce adverse factors, even can form of economic globalization \challenges.
State-owned enterprises are the pillar of the national economy, the reform of state-owned enterprises is the key link of the economic system reform. Through the system innovation, the establishment of a modern enterprise system, create the state-owned enterprise technology innovation mechanism, strengthen the state-owned enterprise, the technology development ability, the market competition ability and ability to resist the risk, is the reform of state-owned enterprises is one of the core contents. And any tangible state-owned enterprise reform plan formulation, all will be based on the real situation of state-owned enterprise innovation grasp. This paper analyzes the concrete of the state-owned enterprise technology innovation of the China.
