总之，大学不能遗世独立，但却应该有它的独立与自主。自治是大学作为知识组织不可或缺的基本条件，是其得以最大限度完成社会责任的根本前提。现代大学理应在政府以“掌舵者”的身份对其实施适度而又富有成效的管控下以“划船者”的身份实行积极有限的自治，不断提升办学水准、积极承担社会责任，并烛照社会之方向。
