Introduction

The Chair: Good afternoon, dear delegates, welcome to Peking University National Model United Nations Conference for High School Students 2007. This committee is the General Assembly and we have two topic areas this year: Topic A, International Cooperation in Combating and Containing AIDS; Topic B, Global Warming Issue. I hope we can produce a good resolution after 5 session’s cooperation and let’s get ready and work hard. Before we get started, I’d like to introduce our dais members. I’m , the chair of DISEC, (brief introduction), all documents including working papers, draft resolutions and amendments will directly come to me and any question is welcome to the Dais.

The Chair: I officially declare that our session begins. (With gavel on the desk)

Roll Call

The Chair: Before setting the agenda, the Rapporteur will do the Roll Call in alphabetic order, delegates, please raise your placard and answer “present” when your country’s name is called.

Rapporteur: Afghanistan. Afghanistan: Present.

Rapporteur: Afghanistan is Present. …

With countries present, this conference is in corum, the two-thirds majority is , the simple majority is , 20% of the number is . Delegates who are late for the Roll Call, please send a page to the Dais to show your presence.

Setting of the Agenda

The Chair: Now we are going to set the agenda, Topic A is International Cooperation in Combating and Containing AIDS and Topic B is Global Warming Issue. Are there any

points or motions on the floor? China.

China: China motions to put topic area A at the top of the agenda.

The Chair: Now there is a motion on the floor to put topic area A, which is International Cooperation in Combating and Containing AIDS at the top of the agenda, the motion is quite in order, is there any second?

If there is no second, this motion automatically fails and topic B is at the top of the agenda.

If there is a second: Thanks. Now we’ll have a debate before the procedural voting. I’ll recognize 3 speakers for the motion and 3 speakers against the motion to address their points. And the speaking time is 2 minutes originally and there is no time yielding in this procedure. All delegates who want to speak for the motion, which is to discuss Topic A first, please raise your placard, USA, UK… Thank you. All delegates who want to speak against the motion, that means you want to discuss Topic B first, please raise your placard, China, Russian Federation… Thank you. A motion to close the debate will be in order after 2 delegates from each side have addressed the body. Now delegate of China, you have 2 minutes, I will knock the desk with the gavel when there’s 30 seconds left.

The Chair: A motion for the closure of debate is in order now. Are there any points of motions on the floor?

China: China motions to close the debate.

The Chair: There’ motion on the floor from the delegate of China to close the debate, before we vote on this motion, I need 2 speakers against it, France, Japan. Thank you. Now delegate of France, you’re recognized of 2 minutes. Delegate of Japan, please get ready.

France: (speech). Japan: (speech).

The Chair: Now we have to vote on the motion for the closure of the debate. It’s a procedural voting that requires a two-thirds majority. Those countries in favor of this motion, please raise your placards; those against?

The Chair: Obviously this motion passes and the debate is closed. Now we proceed to vote for the previous motion raised by China to put Topic A at the top of the agenda,

countries in favor of the motion, please raise your placards. Those against, please raise your placards. Dear delegates, it’s a procedural voting now, every country has to vote, now we will vote again. Those in favor, please raise your placard (counting), those against (counting). Setting the Speakers’ List of the Formal Debate

The Chair: After the setting of the agenda, we’ll discuss Topic A first. Now we will set up a Speakers’ List for the formal debate, all delegates wishing to speak please raise your placards, I’ll call your countries’ names randomly. China, Russian Federation… Thank you. If there’re more delegates wishing to speak, please send a note to the Dais and we will put your country’s name at the bottom of the list. Every delegate will have 2 minutes to deliver their speech, when there’s 30 seconds left, I will remind you with a knock on the desk. Now China, you’re recognized of 2 minutes. Russia, please get ready.
