3) 对城市用地结构进行优化调整，做好城市土地利用规划。在开发和利用城市土地资源的过程中，必须把遵循城市土地的自然规律和遵循土地的经济规律有机地结合起来，对城市用地结构进行优化调整。各级政府应该编制好本级政府城市用地的中长期规划，层层约束，以法律手段、经济手段以及必要的行政监督、舆论监督来实施城市用地规划，促使城市建设用地少占或不占耕地，把占用农地与保护农地有机地结合起来；构建严格按城市建设规划和城市土地利用规划要求，体现开发与利用城市土地过程中的经济效益、社会效益、生态效益相统一的总体开发模式。
4) 完善土地管理法律法规，建立以新《土地管理法》为核心的市场经济条件下的土地法律体系。随着改革深化、社会发展，土地管理原有的若干法律法规已经明显地不能适应于加强土地管理、切实保护耕地的需要，应对不能适应现实情况的规定加以修改、完善，尽快地制定出符合我国实际具有中国特色的土地基本法。首先，应进一步制定和完善
与新《土地管理法》相配套的各种单行法律，如土地管理部门的职责、权利、土地登记、土地估价、耕地保护、土地监察等方面的法律法规；其次，应尽快出台土地征用方面的法律、法规，完善以法律机制和经济机制为主干的土地征用制度，有效地制止滥用征地权力、以低廉的价格征用农用地用于非农建设的现象，保护好大量耕地。 参考文献：

Research on Problem of Cultivated Land Protection in Process of
Urbanization

Abstract：Following with the development of economy and the constant increase of the population and the amount of consumption, the establishment of the industry and urban are enlarged, and the demand of land is more and more large. Especially in the situation of the urban expansion, the urbanization has become a new concept in the 21st century. However, in the process of urbanization, there are many fertile farmland occupied by the buildings. The land resource, such as the lack of the cultivated land resource, has become a main obstacle in the economic development in the new period. Hence, the problem of the constant decrease of the cultiated land is first discussed, and then the countermeasures are put forward.
