摘 要
天之骄子与农村村官，将这两个具有巨大落差的概念捏合在一起，是心血来潮之举还是长远的制度性探索？是形象工程还是民心工程？是老套的做秀还是新农村建设的尝试？
和谐中国已为社会各界所共识，和谐农村则是其最薄弱环节。以“三补一减”为特征的农业新政仅仅在存量利益调整上增加了农民的收入，但在如何彻底走出三农怪圈和激活农村经济发展活力的方面还有很长的路要走。作为构筑新农村发展平台的大学生村官及其政策，无疑是农业新政的发展和深化。“星星之火，可以燎原”，目前该政策正以迅猛之势推向全国，在这一过程中，大学生村官体会过激情澎湃，遭遇过迷茫徘徊，辉煌有之、困境亦有之。现实亟待对大学生村官及其政策存在的问题进行调查、分析并提供系统性和可操作性的方案。
作品以大学生村官与新农村建设的结合为切入点，通过对河南省平顶山市和鹤壁市的380名大学生村官与850个农户进行重点调查，并且结合网上调查、电话访谈等方式对北京、浙江、青海等地区的120名大学生村官与320个农户进行辅助调查，从五个部分对大学生村官及政策进行系统的剖析。起航篇分析了大学生村官政策的出台背景，并归纳了政策诉求；探索篇归纳和提炼了大学生村官政策的演变和全国大学生村官模式，通过个案剖析了大学生村官及政策的运行机制和流程；困境篇从待遇水平、身份定位、工作绩效及前途发展等剖析了大学生村官的生态状况和大学生村官政策的困境根源；突围篇创新设计大学生村官政策评价模型，并通过政策求解提出了完善政策运行机制和环境的大学生村官政策的创新思路；展望篇提出了着眼于新农村建设的村官职业化构思，并创新设计大学生村官政策范本。

Abstract
Why do we mention university student and village officer together? Is it an impulse or a long-term system exploration？Is it a morale project or an administrative achievement project？Is it old liquor in new bottles or a new attempt of new countryside construction？
Harmonious China has already been accepted by all walks of the society, yet harmonious countryside is its weakest aspect. The new agricultural policy featured by “the three subsidies and one reduction” merely increased farmers’ income in the adjustment of the stock of benefit. However, how to go out of the strange circle of three problems about countryside, agriculture and farmers and how to activate the rural economy development are still in need of exploration. The program of university student village officer and its policy, which is constructing the platform for the new rural construction, are undoubtedly the development and deepening of new agricultural policy. “A little spark kindles a great fire.” Nowadays the university student village officer policy quickly extends to the whole nation. In this process, the officers have not only experienced passion, but also encountered difficulties. Now we need to investigate and analyze the problems which exist in the program of university student village officer and its policy and provide systematic and practical plan.
In this article, the author takes the unity of university student village officer and the new countryside construction as the fulcrum and systematically analyzes the program of university student village officer and its policy from five parts through the investigation of 380 university student village officers and 850 peasants of Pingdingshan and Hebi in Henan province, and 120 university student village officers and 320 peasants in Beijing, Qinghai and Zhejiang province on line and telephone. The first part of this article mainly introduces the background and the purpose of the university student village officer policy. The second part mainly abstracts developmental phase of the policy as well as different patterns of this program, and analyzes their operational mechanism and process. The third part analyzes the ecology condition of university student village officer and the root of difficulty of the policy. The fourth part designs evaluation model of university student village officer policy and proposes perfect operational

mechanism and innovation mentality by seeking for the policy solution. And the last part focuses on the future of new rural construction and planes the prospects of university student village officer and its policy.
