Position Paper for United Nations Children’s Fund The issue before the United Nations Children’s Fund is Children in Armed Conflict. Accord with
the statistical analyses made by UNICEF in the State of the World’s Children XX Children in an Urban World, the impact of armed conflict on children is harmful and widespread, which has brought the long-term consequences for durable peace, security and development.
Reviewing past few years, UNICEF played an instrumental role in research, the creation of programs, educating citizens and Member States about the issue, and advocating for the rights of children everywhere to protect children in armed conflict. However, there are also many other global players worked for this. As a responsive country and a loyal member of UNICEF, Brazil always takes
active part in UNICEF-led forces including MDGs and ending child prostitution.
Brazil thinks the rights of children require special protection, and calls for continuous improvement of the situation of children without distinction, as well as for their development and education in conditions of peace and security. In accordance with Optional protocols to the
Convention on the Rights of the Child on the involvement of children in armed conflict and on the sale of children, child prostitution and child pornography “Article 1 States Parties shall take all feasible measures to ensure that members of their armed forces who have not attained the age of 18 years do not take a direct part in hostilities” and “ Article 2 States Parties shall ensure that persons who
have not attained the age of 18 years are not compulsorily recruited into their armed forces”, Brazil
opposes determinedly exploitation of children through participation in conflict as soldiers. Besides,
Brazil puts the emphasis on stopping sexual exploitation and sexual abuse in a multitude of ways to
keep up with Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography which provides “States Parties shall prohibit the sale of children, child prostitution and child pornography as provided for by the present Protocol”,
Brazil firmly believes that protecting children in armed conflict is an overall affair that needs each country to take concrete steps in quantities of aspects. Apparently, children’s rights were affected because they lived in an unmerciful circumstance, so Brazil asserts that prevent war or conflict from happening is the key measure to solve this problem. Based on this principle, the international society need to put priority on keeping the stable development of the world. Meanwhile, Brazil believes that to
share the experience in protecting children’s rights is a feasible way to solve this problem, which
means
international forum can be established to reach the communicating aim.
Considering that each country has their own situation, the work pattern must be shaped by strong diagnostics, particularly in relation to a country’s history, traditions and politics. Brazil propose that the
government of all countries need to take all appropriate legislative, administrative, social and educational measures to protect the child from all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation. Each country need to guarantee that child enjoy the highest attainable standard of health and the facilities for treatment of illness and rehabilitation of health.
As a signatory of the Convention on the Rights of the Child, Brazil will strengthen cooperation
with other countries and work with some
international or regional organizations to increase opportunities of reforming the irrational systems.
