的原则,尽快完善和建立相关机制。一要建立排查、预防预警的工作机制,二要建立政策出台的稳定风险评估机制,三要建立突发事件处置机制。当前,应根据信访工作的特点,尽快建立一种以信访数量、内容、形式为主要参照系数的社会和谐度测评体系。建立这种测评体系,不仅有利于量化对一个地区及干部的综合考核,体现考核的科学性、公正性,而且有利于对一个地区的和谐状况及时敲响警钟,使其采取有效措施,妥善化解基层社会矛盾,促进社会的和谐稳定。

abstract:the grass-roots social management can not be separated from the petition work innovation.petition dispute resolution mechanism has its own rationale,and will continue to exist within a certain range,but that solution mode should not be a normal,only during the social transformation of a dispute resolution measures.therefore,should the petition itself has the right to express these policy disputes into conventional dispute resolution channels and continuously push forward the petition work institutionalization,standardization and building the legal system,and conti

nuously push forward the petition to institutionalize innovation.
