能耗低,环保达标。 (三)规模经济优势

本项目设计年产铅锭10万吨,副产硫酸8.5万吨,年回收铜2300吨,锑320吨,余热发电1800万度,分为两期投入,相比目前国内铅冶炼厂普遍规模较小的情况,项目具有规模经济,成本低的优势。

基于以上优势,项目建成投产后,其产品的市场竞争力是较强的,产品销售是有保证的。 四、建设规模

综合国家产业政策、市场分析、项目建设地址的具体条件,本项目建设规模确定为年产10万吨铅锭。 五、产品方案

本项目产品为铅锭,产品含铅率≥99.9%,规格为块状,年产量为10万吨。

副产品为硫酸,浓度为98.3%,年产量为8.5万吨。

同时,年回收铜2300吨,锑320吨。

第四章 厂址及建厂条件

一、厂址

项目拟建厂址位于*****林场,周边均为石山环抱,周边2公里

范围内没有居民区、医院、学校等对环境条件要求高的单位和企业。项目的供电、供水条件较好。厂址占地面积为500亩。厂址场地属丘陵地带,工程地质条件较好。综合评价,认为拟建厂址具有较好的建设条件,能满足项目建设的需要,该厂址可以作为本项目的建设地址。 二、建厂条件 (一)自然条件 (二)地形地貌

厂址为***林场内,均属丘陵林地,工程地质条件良好。 (三)交通

厂址距市区约32公里,距**高速公路7.8公里,交通运输便利。 (四)供水

项目生产、生活用水在厂区内打井抽取,也可自水库布管,日生产用水量约800m3,日生活用水量170m3。经初步勘察,厂区内地下水丰富,水量水质可满足项目需要。井水经软化除氧后作余热锅炉用水。井水经处理达到饮用水标准后作为生活用水。 (五)供电

项目年用电量8600万kwh/a。利用项目本身余热发电1800万kwh/a,年外购电为6800kwh/a,由附近10KV供电线路接入厂内配电站解决。

(六)主要原材料

项目生产冶炼所需的原料主要有铅精矿、碎煤、其他辅助材料

自有矿山供12万吨外,余下购自河池、藤县、桂平及佛子冲铅锌矿,其主要成分如下:

Pb=61.87%;Zn=6.49%;Cu=1.37%;Sb=0.19%; As=0.5%;Fe=7.83%;CaO=0.56%;SiO2=3.4%; S=15.38%。 年需量为18万吨。 2、煤

购自云南、贵州等地,其主要成份为:固定碳80.13%,水份17.84%,S=0.2~0.25%,发热量7181大卡/kg。 年需量为5.4万吨 3、河沙

由本地购进,年需量为0.88万吨。 4、石灰石

由本地购进,年需量为1.31万吨。 5、铁矿

从本地购进,年需量为1万吨。

本项目主要由冶炼车间、电解车间、硫酸车间、余热发电站、水源泵房、软水处理站、废水处理池、氧气站、维修车间、成品仓库、化验室、地磅房、配电站及办公楼、职工宿舍楼、饭堂等各项工程构成,详见下表:

二、生产技术方案 (一)冶炼车间 1、工艺方案选择

合计 400 4000 8000 800 28120 铅冶炼行业的工艺技术大体上分为三代:第一代为烧结锅——鼓风炉工艺技术,该工艺技术因难以解决污染问题已相继被世界各国所淘汰;第二代为烧结机——鼓风炉工艺技术,该工艺技术虽可使污染情况大为降低,但也存在着烟气SO2浓度低而难以回收利用,SO2排放对环境造成较大污染,国家发改委发布的《铅锌行业准入条件》中已明确禁止新建项目采用此工艺;第三代为强化冶炼工艺技术,如我国具有自主知识产权的“水口山炼铅法”,炼铅工艺可从根本上解决环境污染问题。目前,该工艺已成功应用于河南豫光金铅股份有限公司和安徽科威金属材料股份公司的铅冶炼流程。两厂投产至今,生产稳定,各项技术经济指标均达到和超过设计能力,制酸尾气二氧化硫含量远低于国家排放标准。该工艺被列为国家鼓
