第一章 综合说明
1.1 编制说明
由于调压井明挖未完及临时过河交通桥未形成,我单位自2009年6月4日进场以来至今未开始施工。根据目前调压井实际施工情况,调压井明挖预计在2009年11月中旬完成,我单位承建的发电厂房开挖要到2009年11月下旬才能开始施工。由于发电厂房实际开工时间延迟了近6个月。为了保证整个发电厂房总工期按合同工期要求完工,必须增加人力、物力、财力的投入,研究切实可行的赶工方案、制定赶工措施,同时科学地组织施工。
本施工组织设计是按照招标图纸编制的,施工图纸下发后可能有调整。编制前提是2009年11月21日发电厂房具备土石方开挖条件。 1.2 编制依据
俄公堡水电站厂房土建及安装工程施工组织设计编制的依据如下:
1、俄公堡水电站厂房土建及安装工程合同文件(合同编号:MLH-EGB-JJ/C4-6); 2、俄公堡水电站厂房土建及安装工程招标图纸; 3、与本工程密切相关的部颁及行业施工规范、技术标准;
4、我局承担的类似工程的实际经验和我局现有的实际施工能力及技术装备水平; 5、现场实际情况。 1.3 工程概况 1.3.1工程总体情况
俄公堡水电站位于四川省木里河县境内的木里河上,为低闸引水式电站,其上一级为正在建设中的沙湾水电站,下一级为规划中的固增水电站。其取水枢纽位于沙湾厂房下游约25㎞处,于左岸取水后经长约14.8㎞的引水隧洞引水至小沟河口附近的厂址区建厂发电,工程右岸沿线现有S216省道通过。
俄公堡水电站工程的开发任务主要为发电,并兼顾下游生态环境用水要求。俄公堡水电站为低闸引水式电站,其正常蓄水位为2315.60m,电站设计水头77.5 m,额定引用流量191.1m3/s。电站装机3台,单机容量44MW,总装机容量132MW。
工程主要由首部枢纽、引水系统、厂区建筑物等组成。 1.3.2本合同工程概况
本标内建筑物主要包括:压力管道、厂房、进厂交通桥、小沟河改道。

1、厂房枢纽位于木里河左岸小沟河沟口处,包括地面式主副厂房、尾水渠、开关站等。电站主厂房尺寸约为71.02 m3 27.54 m3 40.9 m(长3宽3高),共安装3台44MW的水轮发电机组,总装机容量为132MW。主机段建基高程2194.10 m ,机组安装高程2208.00 m,发电机层高程2218.50m。
2、压力管道由上平段、坚井段和下平段组成,主管总长149.24 m,其中上平段长8.00m,坚井段长99.04m,下平段长50.10m。管道内径为6.4m,外包60cm厚钢筋混凝土。主管分为三条支管接入主厂房,支管直径3.7m,开挖直径4.9m。
3、进厂交通桥为连接S216公路和厂房而设,桥梁跨径组成为:2跨,单跨25米,全桥长62.8米,桥面高程2218.30米。上部结构采用预应力钢筋混凝土预制T梁,全桥共计10片T梁, 下部结构根据桥位处的地质情况,采用U型桥台、柱式墩、冲孔桩基础。全桥共有6根桩柱,其中墩柱2根,冲孔桩4根,墩身及桩基础混凝土标号均为C20。采用板式橡胶支座。
4、小沟河位于厂房下游侧,改道总长度约134.15米,马道以下边坡坡度为1:1.25,采用混凝土护坡,厚度30cm,马道以上边坡坡度为1:1.25,采用浆砌石护坡,厚度30cm,底部采用C20混凝土护底,成阶梯状。 1.4 合同项目及工作内容
1.4.1本合同应完成的工程项目和工作内容
完成本合同施工图纸所示全部主体工程压力管道、厂房等工程的开挖、支护、回填、灌浆、混凝土浇筑、进厂交通桥施工、小沟河改道施工、金属结构的制作安装、机电设备的安装等项目和为完成本标工程所需的所有临时工程以及施工辅助设施设备采购、设计、施工、运行、维护和拆除等。
1、主体工程项目及工作内容: (1)压力管道施工; (2)厂房工程施工; (3)进厂交通桥施工; (4)小沟河改道施工。 2、临时工程及工作内容:
(1)为满足本合同工程施工所需要的临时道路、供电、供水及排水、施工通信、通风和供风、钢筋加工、模板加工、混凝土拌和、生产生活用房、仓库、场地平整等到全部临时设施的设计、施工、维护、管理、拆除清场等。
