“挑战杯”中国大学生创业计划竞赛简介
“挑战杯”中国大学生创业计划竞赛旨在宣传风险投资理念,传播自主创业意识,激发广大青年学生适应时代要求,勇于创新,勤奋学习,投身实践,努力成为新世纪适应时代要求的复合型骨干人才,是近几年风靡全球高校的重要赛事。它借用风险投资的运作模式,要求参赛者组成优势互补的竞赛小组,围绕一个具有市场前景的技术产品或服务概念,以获得风险投资为目的,完成一份包括企业概述、业务与业务展望、风险因素、投资回报与退出策略、组织管理、财务预测等方面内容的创业计划书,最终通过书面评审和秘密答辩的方式评出获奖者。
创业计划大赛在美国高校中由来已久,它要求参赛者组成优势互补的竞赛小组,提出一项具有市场前景的产品或服务,并围绕这一产品或服务策划一份符合市场规律、可以实际运行的商业计划。
在1983年,德克萨斯州立大学奥斯汀分校成功地举办了世界上第一个商业计划竞赛,这构成了美国乃至世界范围内商业计划竞赛的起源。到今天,整个美国已经有35所高校在举办这种商业计划竞赛。MIT、Stanford、Harvard等著名高校纷纷先后创办了自己的商业计划竞赛。其中以MIT的商业计划竞赛最为成功。蓬勃兴起的创业计划竞赛得到了世界范围内的广泛关注,越来越多的国家政府、企业和个人意图通过此项竞赛而寻求经济持续增长的源泉。创业活动已经成为经济持续增长和创新的主要推动力之一。实际上,Yahoo!、Netscape等公司就是在Stanford校园的创业氛围中诞生的,并且有相当数量的创业计划和创业团队被附近的高新技术企业以上百万美元的价格买走。这些由创业计划竞赛直接孵化出来的企业中,有的在短短几年内就成长为年营业额数十亿美元的大公司。
在中国,自1998年起一系列创业计划大赛的成功举办在社会上引起了强烈的反响,包括美国时代周刊、香港大公报、中国中央电视台、中国教育报在内的近60家国内外媒体对各项赛事都进行了广泛而深入的报道。创业计划竞赛最早于1998年在清华大学举行。1999年,由共青团中央、中国科协、全国学联主办,清华大学承办的1999年“挑战杯”中国大学生创业计划竞赛成功举行。竞赛汇集了全国120余所高校的近400件作品,在全国高校掀起了一轮创新、创业的热潮,产生了良好的社会影响。在社会各界的关心和支持下,一批创业计划进入了实际运行操作阶段,技术、资本与市场的结合向更深的层次推进。
2000年,第二届“挑战杯”中国大学生创业计划竞赛在上海交通大学成功举办,则将大学生创业浪潮推向了新的高峰。经过几年的市场洗礼,一部分学生创业公司正在逐步走向成熟,创业计划竞赛使大学校园创新意识、创业能力的教育与培训工作得到了进一步发展,成为共青团、学生会组织参与素质教育的新载体,成为学生科技活动的新形式。2002年第三届“挑战杯”中国大学生创业计划竞赛在浙江大学成功举办。
为进一步促进创新、创业活动在全国高校的开展,激发广大青年学生适应时代要求,勇于创新,勤奋学习,奋发成才,共青团中央、中国科协、全国学联于2004年在厦门大学举办第四届“挑战杯”中国大学生创业计划竞赛。创业计划大赛已经走过了数个年头,在这样的一股大潮中,涌现出了无数的弄潮儿。中国,需要创业者;中国的未来,将属于这些勇于创新的人!
第五届“挑战杯”大学生创业计划大赛
一、竞赛时间
2005年11月—2006年5月
二、参赛对象
在校的全日制专科生、本科生、研究生个人或团队,人数不限,鼓励同学跨院系、跨专业组队。
三、竞赛内容
创业计划又名“商业计划”,是上世纪末风险投资浪潮兴起的产物,是指一无所有的创业者就某一具有市场前景的新产品或服务向风险投资家游说以取得风险投资的商业可行性报告。它要求参赛者组成优势互补的创业团队,充分展示自己的才华与经济头脑,提出某一具有市场前景的新产品或服务,并围绕这一产品或服务,完成一份完整、具体、深入的商业计划,以吸引风险投资。
四、竞赛方式
1、大赛既可以以个人参加,也可以组队参加。
2、大赛采用层层淘汰的方式,分初赛、复赛、决赛三个阶段进行。初赛要求各参赛的团队或个人递交3—4页的商业计划大纲书面材料;进入复赛的团队须完成完整的商业计划书面材料,可包括图形、表格等;进入决赛的团队或个人在完善计划书的基础上参加答辩。
3、校团委通过举办培训班、开辟宣传专栏等形式,为参赛队员提供创
业者所应具备的知识和技能体系。
五、评审方式
1、初赛由各单位自行组织。评委以参赛选手上交的书面作品为准,按组委会和评委会制定的评分标准对作品量化评分。每件符合申报要求的作品均由几名评委分别打分,各评委所给分数之和,即为该作品的最后得分。作品按分数高低依次排名,前1/2的选手进入复赛。
2、进入复赛的选手整理、充实、完善初赛作品,上交复赛作品。由评委会进行书面评比,选出优秀团队进入决赛。
3、进入决赛的代表队通过书面评审和答辩的方式进行,最终确定出校级优秀奖、铜奖、银奖名单,同时评选单项奖。
4、获得银奖以上的代表团队参加学校统一组织的公开答辩,从中产生校级金奖名单,并择优推荐优秀作品参加全省第五届大学生创业计划大赛。
六、有关要求
1、各院系团总支要提高认识,将此次大赛与学风建设和“青春创业行动”紧密结合起来,认真组织策划,广泛动员,加大宣传力度,浓厚大赛氛围,扎实的做好大赛的宣传、大赛培训等基础性工作,稳步推进比赛。
2、加大对本单位参赛作品的指导力度,活动结束后,大赛组委会将评选出优秀组织单位和优秀指导教师若干。
3、密切与社会的联系,尽可能的赢得各界支持,努力吸引风险投资,不断浓厚学生的创业氛围,改善学生创业环境。
第五届“挑战杯”创业计划竞赛日程安排
大赛时间:2005年11月——2006年5月 整个大赛分初赛、复赛和决赛三个阶段进行

本阶段主要进行大赛的策划、准备,进行初步的系列培训,并完成初赛选手组队报名工作,最后评出复赛队伍。
(1)2005年12月1日——2006年1月1日 初赛组队报名,接受个人和集体报名。进行大赛的培训和宣传。初赛方案提交。
