Urban management is now a central issue in urban development. This paper examines the reasons for the present international attention on this concept, and highlights its connection with recent changes in the politico-economic framework of society.Attention is given to the restructuring of the current mode of production prevailing throughout the world, associated changes in the regime of accumulation, with an emphasis on the locality（区域性） and the increasing complexity and fragmentation（分裂） of society. The paper also examines the problems related to the elusiveness（令人困惑的；飘忽不定的） of such a concept, and presents evidence from the Urban Management Programme (United Nations). management. It stresses the need to focus on politics, as well as to separate the current development ideas associated with urban management, from urban management per se. One way or another, cities have always been managed. However, the current overwhelming focus on urban management in development studies and in aid has given it the status of anew ethos. Urban management is now a key approach in urban development.It has been applied extensively（广泛地） throughout the developing world, and obtained international official support via the establishment of the Urban Management Programme (UMP) in 1986, jointly coordinated by the World Bank, United Nations Centre for Human Settlements

Problems are generated for the UMP by such vagueness. In order to tackle them there is a need to develop urban management, to enhance the management of urban development.The reasons for the present focus on urban management are presented in the second section of the paper.Problems related to its current use are presented in the third section, followed by a section dealing with the specific problems of the UMP.
