摘 要

在整个社会民主秩序的框架下,通过法定程序,按照公民意志组建起来的以公民服务为宗旨并承担着服务责任的政府。而行政组织的各个部分要形成一个统一的整体并发挥其功能,就必须有统一的组织和指挥,从而就显示出了行政领导的作用和重要性。行政领导是一种活动过程,而行政领导者是具有一定行政权力、行使领导职能的个人,二者是有区别的。领导表现的是一种关系,一个过程,而领导者是指担任某项职务,扮演某种领导角色,并实现领导过程的人。服务型政府的构建,涉及技术、观念、机制和体制等的变革与完善,是一项深层次、全方位的工程。把这项工作做好,不但需要明确目标和任务, 更需要把目标和任务进行分解和细化制定具体可操作的措施,一一落实到位。 关键词:行政 领导 角色

Abstract

In the community of democratic order framework,

through legal procedures, set up according to the will of the citizens in the civil service for the purpose and assume responsibility for government services. Each part of the administrative organization to form a unified whole and exert its function, must have the organization and the unity of command, which shows the function and importance of administrative leadership. Leadership is a process, and the administrative leader has certain administrative power, lead the person, is a difference between the two. Leadership is a kind of relation, a process, but the leader refers to as a duty, play a leading role, and the realization of the leadership process. The construction of service type government, and improve technology, relates to ideas, mechanism and system reform, is a deep, a full range of engineering. This work, not only need to clarify the goals and tasks, but also the need to target and task decomposition and refinement of specific operational measures, put in place one to one.
