第八章 编制本施工组织计划的依据
8.1总则
中技国际招标公司于二○○三年八月编写的《中华人民共和国**城市防洪土建工程项目招标文件(标号ITC-**)第**合同段(**)》(简称《招标文件(**)》)是编制本施工组织计划的依据。其工程概况、施工条件等内容摘抄如后:
8.2工程概况
**城市防洪工程位于**县城及其周围,县城位于**处,自南向北流经县城将县城分为东西两部分。**城市防洪土建工程主要由城东、城西二区防洪保护圈组成。
本次招标的主要工程项目包括:
a.东区加高加固现有防洪土堤5.25km,新建防洪土堤3.25km; b.西区加高加固现有防洪土堤7.662km;
c.新建及重建电排站5处(城东区3处,城西区2处),扩建电排1处(城西区); d.新建及重建涵闸5处(城东区2处,城西区3处),新建交通闸1处(城东区)。
8.3合同项目和工作范围

本合同主体工程项目及范围如下表8.3-1详细工程量见工程量清单。按合同规定完成该表所述主体工程的施工以及竣工后验收移交前的运行和维护。

负责完成本合同主体工程施工所需的所有临时工程的设计、施工和维护等,这些临时工程包括但不限于:
1) 进场与出场:

8.3.2 其他承包人承担的工程项目
本工程由其他承包人承担的工程项目如下:
a.涵闸金属结构及启闭设备(包括闸门、启闭机及其附属设备)的制作和安装工程; b.电排站金属结构及启闭设备(包括闸门、拦污栅、启闭机及其附属设备)、机电设备(包括水泵、电机及其配套电气设备)的制作和安装工程。
8.4 施工条件 8.4.1 水文条件
资水**段处于**~**段暴雨中心附近,全年发生暴雨最多的是5~6月,大暴雨主要发生在7月15日以后,**水文站暴雨持续时间一般为1~3天,最长达5天。根据多年水文资料统计,工程区内一般每年5~8月为汛期,9月~次年4月为枯水期。工程区内各控制点施工洪水水位见下表8.4-1

根据**县气象局多年统计资料分析:多年平均降水量1524.8mm,历年最大降水量2255.7mm,历年最小降水量1041.9mm;多年平均气温13.2℃,历年最高气温40.0℃,历年最低气温-15.5℃;多年平均蒸发量1206.3mm,历年最大蒸发量1486.9mm;历年最
小蒸发量767.1mm;多年平均风速1.8m/s,历年最大风速20.0m/s。
8.4.3 工程地质条件
**县城位于雪峰山弧形构造的北缘,浮邱山倒转背斜的东北及龙潭桥背斜的东部,三面环山,一面环水,近似盆地状地貌,地面标高35~40m,台地标高45~80m,远山标高80~335.4m,现有堤防堤顶标高39~41m。
堤线段地表上部6~8m多为人工填土,中部2~5m多为粉质粘土,下部1~2m多为粉土及少量淤泥质粉质粘土,深层不均匀分布有3~8m厚的砂卵石,深层基础多为板岩或花岗岩。
8.4.4 对外交通条件
本合同工程对外交通较为方便。公路通过省道1837线、1824线和**高等级公路可与207国道、319国道和**高速公路相接,经国道、长益高速公路可与益**等城市沟通。水路沿资水航道可达**等城市,**至**33km,工程区内现有防洪堤均有简易道路与城区道路相通。
8.4.5 天然建材条件
本合同工程天然建筑材料主要特性见下表8.4-2。

所需建筑材料均由承包人负责采购、验收、运输和保管。所有建筑材料均应符合设计要求,而且应具有材质证明或出厂合格证书,并符合相关技术规范标准和要求。
由于某种原因无法提供规定的材料时,则须于事前28天申请报告后采用经工程师批准的替代材料。报送采用替代材料报告时,必须附有其技术标准和检测、试验资料,
