she would be able to see only the sternlight of that vessel but neither of her sidelights.

(c) When a vessel is in any doubt as to she that she is overtaking another, she shall assume that this is the case and act accordingly.

(d) Any subsequent alternation of the bearing between the two vessels shall not make the overtaking vessel a crossing vessel within the meaning of these Rules or relieve her of the duty of keeping clear of the overtaken vessel until she is finally past and clear.

第十三条 追越

1.不论第二章第一节和第二节的各条规定如何,任何船舶在追越任何他船时,均应给被追越船让路.

Rule 14

Head-on Situation

(a) When two power-driven vessels are meeting on reciprocal or nearly reciprocal courses so as to involve risk of collision each shall alter her course to starboard so that each shall pass on the port side of the other.

(b) Such a situation shall be deemed to exist when a vessel sees the other ahead or nearly ahead and by night she could see the masthead lights of the other in a line or nearly in a line and/or both sidelights and by day she observes the corresponding aspect of the other vessel.

(c) When a vessel is in any doubt as to whether such a situation exists she shall assume that it does exist and act accordingly.

第十四条 对遇局面

1.当两艘机动船在相反的或接近相反的航向上相遇有构成碰撞危险时, 各应向右转 向,从而各从他船的左舷驶过.

2.当一船看见他船在正前方或接近正前方,并且在夜间,能看见他船的前后桅灯成一 直线或接近一直线和(或)两盏灯;在白天看到他船 的上述相应形态时,则应认为存在这样的局面.

Rule 15

Crossing Situation

When two power-driven vessels are crossing so as to involve risk of collision, the vessel which has the other on her own starboard side shall keep out of the way and shall, if the circumstances of the case admit, avoid crossing ahead of the other vessel.

Rule 16

Action by Give-way Vessel

Every vessel which is directed to keep out of the way of another vessel shall, so far as possible, take early and substantial action to keep well clear.

第十六条 让路船的行动

须给他船让路的船舶,应尽可能及早地采取大幅度的行动,宽裕地让清他船.

Rule 17

Action by Stand-on Vessel

(a) (i) Where one of two vessels is to keep out of the way the other shall keep her course and speed.

(ii) The latter vessel may however take action to avoid collision by her manoeuvre alone, as soon as it becomes apparent to her that the vessel required to keep out of the way is not taking appropriate action in compliance with these Rules.

(b) When, from any cause, the vessel required to keep her course and speed finds herself so close that collision cannot be avoided by the action of the give- way vessel alone, she shall take such action as will best aid to avoid collision.

(c) A power-driven vessel which takes action in a crossing situation in accordance with sub-paragraph (a)(ii) of this Rule to avoid collision with another power- driven vessel shall, if the circumstances of the case admit, not alter course to port for a vessel on her own port side.

(d) This Rule does not relieve the give- way vessel of her obligation to keep out of the way.

第十七条 直航船的行动

1. (1)两船中的一船应给另一船让路时,另一船应保持航向和航速.

Rule 18

Responsibilities between Vessels

Except where Rules 9, 10 and 13 otherwise require:

(a) A power-driven vessel underway shall keep out of the way of:

(i) A vessel not under command:

(ii) A vessel restricted in her ability to manoeuvre; (iii) A vessel engaged in fishing; (iv) A sailing vessel .

(b) A sailing vessel underway shall keep out of the way of:

(i) A vessel not under command:

(ii) A vessel restricted in her ability to manoeuvre; (iii) A vessel engaged in fishing;

(c) A vessel engaged in fishing when underway shall, so far as possible, keep out of the way of:

(i) A vessel not under command:

(ii) A vessel restricted in her ability to manoeuvre.

(d) (i) Any vessel other than a vessel not under command or a vessel restricted in her ability to manoeuvre shall, if the circumstances of the case admit, avoid impeding the safe passage of a vessel constrained by her draught, exhibiting the signals in Rule 28.

(ii) A vessel constrained by her draught shall navigate with particular caution having full regard to her special condition.

(e) A seaplane on the water shall, in general, keep well clear of all vessels and avoid impeding their navigation. In circumstances, however, where risk of collision exists, she shall comply with the Rules of this Part.

5.在水面的水上飞机,通常应宽域地让清所有的船舶并避免妨碍其航行.然而在有碰撞危险的情况下,则应遵守本章各条的规定.

SECTION III-CONDUCT OF VESSELS IN

RESTRICTED VISIBILITY

第三节 船舶在能见度不良时的行动规则

Rule 19

Conduct of Vessels in Restricted Visibility

(a) This Rule applies to vessels not in sight of one another when navigating in or near an area of restricted visibility.

(b) Every vessel shall proceed at a safe speed adapted to the prevailing circumstances and conditions of restricted visibility A power-driven vessel shall have her engines ready for immediate manoeuvre.

(c) Every vessel shall have due regard to the prevailing circumstances and conditions of restricted visibility when complying with the Rules of Section I of this Part.

(d) A vessel which detects by radar alone the presence of another vessel shall determine if a close- quarters situation is developing and /or risk of collision exists. If so, she shall take avoiding action in ample time, provided that when such action consists of an alteration of course, so far as possible the following shall be avoided:

(i) an alteration of course to port for a vessel forward of the beam, other than for a vessel being overtaken;

(ii) an alteration of course towards a vessel abeam or abaft the beam. (e) Except where it has been determined that a risk of collision does not exist, every vessel which hears apparently forward of her beam the fog signal of another vessel, or which cannot avoid a close-quarters situation with another vessel forward of her beam, shall reduce her speed to the minimum at which she can be kept on her course. She shall if necessary take all her way off and in any event navigate with extreme caution until danger of collision is over.

第十九条 船舶在能见度不良时的行动规则

1. 本条适用于在能见度不良的水都中或在其附近航行时不在互见中的船舶. 2. 每一船应以适合当时能见度不良的环境和情况的安全航速行驶, 机动船应将机器作好随时操纵的准备.

3. 在遵守本章第一节各条时,每一船舶应适当考虑到当时能见度不良的环境和情况.

4. 一船仅凭雷达测到他船时,应判断是否正在形成紧迫局面,和(或 )存在碰撞危险.若是如此,应及早地采取避让行动,如这种行动包括转向, 则应尽可能避免如下 各点:

(1)除对被追越船外,对正横前的船舶采取向左转向; (2)对正横或正横后的船舶采取朝着他转向.

5. 除己断定不存在碰撞危险外,每一船当听到他船的雾号显似在本船正横以前,或者与正横以前的他船不能避免紧迫局面时,应将航速减到能维持其航向的最小速度.必要时,应把船完全停住,而且,无论如何,应极其谨慎地驾驶, 直到碰撞危险过去为止.

PART C- LIGHTS AND SHAPES

Rule 20 Application

(a) Rule in this Part shall be complied with in all weathers.

(b) The Rules concerning lights shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited, except such lights as cannot be mistaken for the lights specified in these Rules or do not impair their visibility or distinctive character, or interfere with the keeping of a proper look-out.

(c) The lights prescribed by these Rules shall, if carried, also be exhibited from

sunrise to sunset in restricted visibility and may be exhibited in all other circumstances when it is deemed necessary.

(d) The Rules concerning shapes shall be complied with by day.

(e) The lights and shapes specified in these Rules shall comply with the provisions of Annex I to these Regulations.

第三章 号灯和号型 第二十条 适用范围

1.本章各条在各种天气中都应遵守.

2.有关号灯的各条规定,从日没到日出时都应遵守 ,在此时间内不应显示别的灯光. 但那些不会被误认为本规则订明的号灯, 或者不会削弱号灯的能见距离或显著特 性,或者不会妨碍正规了望的灯光除外.

3.本规则所规定的号灯,如己设置,也应在能见度不良的情况下从日出到日没时显示, 并可在一切其他认为必要的情况下显示. 4.有关号型的各条规定,在白天都应遵守.

6. 本规则订明的号灯和号型,应符合本规则附录一的规定.

Rule 21 Definitions

(a) \light\means a white light placed over the fore and aft centrline of the vessel showing an unbroken light over an arc of the horizon of 22.5 degrees abaft the beam on either side of the vessel.

(b) \means a green light on the starboard side and a red light on the port side each showing an unbroken light over an arc of the horizon of 112. 5 degrees and so fixed as to show the light from right ahead to 22.5 degrees abaft the beam on its respective side. In a vessel of less than 20 metres in length the sidelights may be combined in one Lantern carried on the fore and aft center line of the vessel.

(c) \means a white light placed as nearly as practicable at the stern showing an unbroken light over an arc of the horizon of 135 degrees and so fixed as to show the light 67.5 degrees from right aft on each side of the vessel.

(d) \light\means a yellow light having the same characteristics as the \

(e) \light\means a light showing an unbroken light over an arc of the horizon of 360 degrees.

(f) \light\means a light flashing at regular intervals at a frequency of 120 flashes or more per minute.

第二十一条 定义

1.\桅灯\是指安置在船的首尾中心线上方的白灯,在225度的水平弧内显示不间断的灯光,其装置要使灯光从船的正前方到每一舷正横后22.5度内显示.

2.\舷灯\是指右舷的绿灯和左舷的红灯, 各在112.5度的水平弧内显示不间断的灯光,其装置要使灯光从船的正前方到各自一舷的正横后22.5度内分别显示. 长度小于20米的船舶,其舷灯可以合并为一盏, 装设于船的首尾中心线上.

3.\尾灯\是指安装在尽可能接近船尾的白灯,在135度的水平弧内显示不间断的灯光, 其装置要使灯光从船的正后方到每一舷67.5度内显示.
