摘 要
农村卫生事业的发展关系着农村经济的发展和农民生活水平的提高，新农合的实行促进农村卫生事业的发展。湖南省自实行新型农村合作医疗保障制度以来，农村的卫生服务得到了很大的提升，农民从新农合中获得了很大的收益，在很大程度上抑制了“因病致贫返贫”现象的出现。但是，湖南省在新农合的实施过程中依旧存在着不少问题，譬如，医疗市场存在不对称，卫生服务质量需要提升，资金筹集不到位，补偿机制不完善等。这些问题需要我们分析原因，找出解决办法。
本文运用经济学的方法来进行分析和探讨湖南省在实行新型农村合作医疗制度建设过程中的成就和问题，找出解决方案，如，建立长效稳定的筹资机构，将新农合纳入政府的政绩考核之中，政府加强对农民健康意识的宣传等。
湖南省新农合制度建设问题主要体现在制度设计和实施过程。其中制度设计方面的问题又表现为立法滞后和政策调整的问题。湖南省医疗保障制度的建设在保持参合率的基础上，应该进一步完善新农合制度内的筹资机制和补偿机制，简化报销手续，提高医疗服务质量。

ABSTRACT
The development of rural health services contributied to the development of rural economy and farmers' living standards.The implementation of the new rural cooperative promote the development of rural health services. Since the implementation of the new rural cooperative medical insurance system, Hunan Province rural health services has been greatly improved and farmers received a lot of benefits. To a large extent, It inhibited thephenomenon that povety caused by
disease. However,Hunan Province still exist many problems in the implementation process of the new rural cooperative, such as health care market is asymmetric, the quality of service needs to be upgraded, fund raising is not in place, compensation mechanisms are inadequating. We need to analyze the causes and find solutions.
In the thesis, the method of economics analyze and explore the achievements and problems in the process of implementation of the new rural cooperative medical system.We can establish long-term stable funding agencies.Then the performance evaluation of the government included the new rural cooperative and government should strengt the awareness of farmers’concept of health.
The problens of new rural cooperative medical system is mainly reflected in the system design and implementation process in Hunan province. The problems of System design is performancing for the lag in legislation and policy adjustments. The construction of the medical insurance system in Hunan Province on the basis of maintaining the participation rate, should further improve the financing mechanisms and compensation mechanisms within the new rural cooperative medical system, simplify reimbursement procedures, improve the quality of medical services.
