第一,发展求同存异、平等互信的政治关系。中美两国能否建立战略互信,事关大国关系和世界和平。双方应该牢牢把握对话和合作的主流,以对话增进了解和信任,以沟通减少误会和疑虑,以合作促进发展和繁荣,巩固共同利益基础。中美两国历史文化、社会制度、发展水平不同,存在一些分歧是正常的,但只要客观理性看待对方,尊重对方对社会制度和发展道路的选择,尊重对方主权、领土完整和发展利益,中美关系就不会偏离正常航道。
第二,深化全面合作、互利双赢的经济关系。世界经济复苏势头已经形成,但仍存在较多不确定因素。今年,中国将开始实施第十二个五年规划,中心是加快转变经济发展方式,美国也在实施调整经济结构等发展战略。中美两国应该继续进行宏观经济政策协调,寻求和扩大互利合作,继续向全球市场发出积极有力信号。中方愿同美方开展全面经济合作,相向而行缓解贸易不平衡,共同倡导自由贸易和反对保护主义,推动两国经贸关系健康稳定发展,推动多哈回合谈判尽快取得实质进展。中方将一如既往为美国在华投资企业提供完全公平的国民待遇,希望美方在放宽对华高技术产品出口限制、给予中国赴美投资企业公平竞争环境、承认中国完全市场经济地位方面尽快采取积极措施。双方应该继续在中美能源环境合作十年框架内重点深化新能源合作,积极开展高速铁路、智能电网改造等基础设施建设合作,使之成为两国关系的新亮点。
第三,开展共同应对挑战的全球伙伴合作。中美两国应该共同承担负责任、建设性大国作用,共同推进金融和经贸领域的国际机制改革,在处理朝鲜半岛局势、伊朗核等地区热点问题和应对气候变化、恐怖主义、跨国犯罪、传染性疾病、严重自然灾害等全球性挑战中加强合作,维护世界和平,促进共同发展。中方支持美方主办亚太经合组织领导人夏威夷非正式会议,欢迎美国正式成为东亚峰会成员,愿同美方就亚太地区重大问题加强政策对话和立场协调,同本地区其他国家一道构筑开放包容、良性互动、合作共赢的亚太格局。
第四,推进人民广泛参与的中美友好事业。良好的中美关系离不开两国人民的理解和支持。双方应该鼓励两国政府有关部门和民间组织通过丰富多彩的形式,加深两国人民特别是青年一代对中美关系重要性的认识,增进他们相互了解和友谊,调动支持发展中美关系的积极性,夯实中美关系的社会和民意基础。中美省州长对话交流机制即将启动,这是拓展两国地方合作的一项创举。希望双方共同做好有关工作。
第五,建立深入沟通、坦诚对话的高层交往模式。两国元首继续通过会晤、通话、通信等方式保持密切联系。双方应该继续充分发挥中美战略与经济对话、人文交流高层磋商以及商贸联委会、科技联委会等机制作用,加强对话、交流、协商。我们要继续创新形式,及时就双边关系和重大敏感问题进行沟通,以加深了解、扩大共识。
奥巴马表示欢迎胡锦涛主席对美国进行国事访问,认为这次访问为美中关系发展注入新的动力。自从他就任总统以来,美中两国关系取得令人瞩目的进展,两国关系发展的规模和速度是建交32年以来空前的。这是双方共同努力的结果,美方十分珍视两国关系,愿意在相互尊重和共同利益基础上进一步发展两国关系。

Hu Jintao Holds Talks with Obama and Raises Five Proposals to Develop China-US Relations

On January 19, 2011, Chinese President Hu Jintao held talks with US President Barack Obama in the White House. The two heads of state unanimously agreed to follow the trend of the times and remain committed to build a win-win China-US partnership of cooperation based on mutual respect and mutual benefit. They
comprehensively planned the priority direction of bilateral relations and key areas of bilateral cooperation in the next stage, reached important consensus and achieved fruitful results.
Hu said that he visited the US carrying the friendship of the 1.3-billion Chinese people with the US people. What kind of China-US relations should be brought into the future is a key task in front of both sides. He pays the visit at the beginning of the second decade of the 21st century. China is willing to work with the US to promote the welfare of the people and the common interest of the international community from a strategic height and long-term perspective, enhance dialogue, increase mutual trust, expand exchanges, deepen cooperation and open new prospects of bilateral partnership.
He pointed out that the two heads of state had met with each other 8 times and
exchanged visit within a period of less than 2 years since their first meeting in London in 2009. The two sides successfully held two rounds of strategic and economic dialogue and established the high-level consultation mechanism on cultural
exchanges. The two countries joined hands in tackling the international financial crisis and pushing forward the reform of international financial system, which exerted positive influence in the international community. China and the US enjoy ever deepening cooperation on trade, economy, energy, environment, anti-terrorism, anti-proliferation and law enforcement, dynamic people-to-people contacts and effective communication and coordination on such regional hot-spot issues as the Korean Peninsular situation and Iranian nuclear issue as well as global issues such as climate change.
He stressed that facts had and would continue to prove a sound China-US
relationship serves the fundamental interest of the Chinese and US people and is beneficial to peace, stability and prosperity of Asia Pacific and the world at large. The international situation today continues undergoing complicated and profound changes. As two big powers with important influence in the world, China and the US should actively promote the progress of positive, cooperative and comprehensive China-US relationship. The development of the relationship needs new way of thinking, new actions and new climate, on which he raised five proposals.
First, China and the US should develop the political relations of equality, mutual trust and seeking common ground while putting aside differences. Whether China and the US can build strategic mutual trust is critical to the relations between big powers and world peace as well. The two sides should firmly maintain the mainstream of dialogue and cooperation, enhance understanding and trust through dialogue, reduce
misunderstanding and concerns through communication, promote development and prosperity through cooperation and consolidate the foundation of common interest. Because of different history and culture, social system and development level, it is natural that China and the US have some differences. So long as they view each other objectively and rationally, respect each other’s choice of social system and development path and respect each other’s sovereignty, territorial integrity and development interest, China-US relations will not divert from the normal track.
Second, both sides should deepen the win-win economic relations of comprehensive cooperation and mutual benefit. The recovery trend of world economy is already clear, but uncertain factors still exist. This year, China will start the implementation of the 12th five-year plan with focus on accelerating the change of economic growth mode. The US is also implementing the development strategy of readjusting the economic structure. China and the US should continue with macroeconomic policy coordination, seek and expand mutually beneficial cooperation and continue to send positive and powerful signals to the global market. China expects to conduct economic
cooperation comprehensively with the US, make efforts hand-in-hand to address
trade imbalance, jointly promote free trade and oppose trade protectionism, boost the healthy and stable progress of bilateral trade relations and push for substantial
progress of Doha round of talks as quickly as possible. China will, as always, provide fully fair national treatment to the US companies investing in China and hopes the US takes positive measures to relax limitations on high-tech product exports to China, creates a fair playfield for the Chinese enterprises investing in the US and recognizes China’s full market economy status at the earliest date possible. Both sides should give top priority to deepening new energy cooperation within the bilateral energy and environment cooperation ten-year framework, promote cooperation on infrastructure construction such as high-speed rail and smart grid upgrading and make such cooperation new bright spots of bilateral relations.
Third, the two countries should cooperate worldwide to cope with challenges. China and the US should play a responsible and constructive role as big powers, push forward the reform of international financial, trade and economic systems, step up cooperation to handle the regional hot-spot issues like the Korean Peninsular situation and Iranian nuclear issue and the global challenges of climate change,
terrorism, cross-border crime, communicable diseases and serious natural disasters, maintain world peace and boost common development. China supports the US in
