摘 要
非营利组织作为除政府组织、营利组织以外的社会组织，近年来，中国非营利组织迅速发展，在现代经济社会结构中具有不可或缺的作用。形成了“政府—非营利组织—市场”三足鼎立的局面。非营利组织活动涉及现代社会的许多方面，倍受大家关注。因此，非营利组织的健康发展就变得尤为重要了，与此密切相关的便是财务管理问题的完善。
本篇论文从非营利组织的特征、范围和财务管理的特征、作用入手，分别与营利组织和国外非营利组织进行了比较，引入非营利组织财务管理的基本理论，即非营利组织财务管理的目标、原则、内容、方法，以我国事业单位为例提出了我国非营利组织财务管理存在的问题，分析了我国非营利组织的现状，并给出了相应的对策。

In recent years, Non-profit organizations in the social and economic life have been playing an increasingly important role. In this paper, the use of enterprise financial management theory, presents a non-profit organization of financial management objectives and principles, describes the financial management of non-profit organizations to the content and method. Give an example for institution, exposition the non-profit organization's financial problems, analyzes the financial problems of China's non-profit organization of the actual condition, and has given the corresponding countermeasure.

一、 导论
人类社会进步发展，产生了一些自我调节贫富的机制。比如说慈善性的、公益性的非营利组织的大量出现等等。根据社会结构理论，现代社会的社会组织分为政府组织、营利组织和非营利组织三大类型，它们分别是政治领域、经济领域和社会领域的主要组织形式。
近年来，随着我国社会整体经济水平的持续增长，国家机构体制改革的进一步深化以及新经济时代的来临，各种非营利组织也得到了迅速发展。但关于非营利组织的财务工作，却在许多方面与我们社会发展进步的现实状况显示出不适应性，非营利组织的经营管理理念与管理手段多承袭旧念，明显滞后于经济发展的步伐。与非营利组织相比较而言，典型意义上的营利组织企业更注重追求其自身价值的最大化，更注重经济效益的管理。而非营利组织在财务与效益管理上却不是那么尽如人意。事实上，非营利组织的存在与发展主要依赖于社会各部门、各阶层人力、物力及财力的不断注入，而这些投入的资源也是具有稀缺性与排他性的。只有使其稀缺的资源得以发挥最大的效用，非营利组织才能够生存、发展、壮大。因此，如何获取丰富的而社会资源和财务支持，提高财务水平，成为非营利组织实现可持续发展的关键因素。非营利组织必须加强管理，采用一定的方法，准确预测科学决策、有效控制，获得最大社会价值，才能担负其生存与发展的使命。
