我国的异地高考改革的现状、问题及对策

摘要：随着农民工进城务工的人数越来越多，异地高考现象逐渐成为社会焦点，教育部急需进行异地高考改革。异地高考现象的存在既是行为主体对客观现实需求的反映，也是对现行高考制度安排不合理之处无声的“反抗”。异地高考现象之所以受到全社会广泛的关注，是因为其对我国现行高考制度产生了极大的冲击，伴随异地高考现象出现了不可回避的投机、腐败等行为。异地高考现象的出现既有现实必然性，也有因为制度设计不合理等原因而诱导的偶然性。本文从我国的异地高考改革的现状入手，归纳其存在问题，从而进行成因分析，最后提出相关对策。本文旨在研究构建异地高考制度，以更好地保障高考选拔人才，促进社会公平正义的实现，缩小地区间发展差距，推动社会主义社会和谐发展。

Abstract: As the number of migrant workers migrant workers more and more, different college entrance examination has become the focus of the society, the Ministry of education are in urgent need of different college entrance examination reform. 一、前言
（一）异地高考的背景
异地高考指一定条件下，拥有高级中学学籍的学生跨省份、跨户籍所在地，取得高考所在省、市、自治区考生资格，且以当地考生身份参加当地高考，并享有与当地考生同等和平等高考权利、义务的一种高考制度。异地高考是现行高考制度的合理补充，是促进高考招生公平的重要表现。
异地高考的突出矛盾，集中在流入人口密集的大城市，换言之，解决异地高考问题，无法绕过北京、上海等大城市，而这些大城市正是异地学生聚焦的场所，异地人口聚集的城市。
进城务工人员子女随父母迁徙，通常在父母工作地就读高中。在不允许异地高考的地区，这些人必须返回户籍所在地参加高考。而不同地区考试内容的差异、返回原籍耗费的精力和财力，都给这些享受教育条件较差、且生活较为拮据的学生带来沉重的负担，阻碍了这些学生公平地参与竞争。
