安全生产突发性事故综合应急救援预案
一、总则 1.1 编制目的
贯彻执行“安全第一、预防为主、综合治理”的方针,坚持“以人为本”的原则,预防突发性事故的发生及事故发生后的快速处理工作,将事故的损失降到最低点,使工程建设的安全管理、文明施工更加规范化、科学化、标准化,以期获得更好社会效益。同时,为了保护本项目部从业人员在施工生产中的身体健康和生命安全,保证本项目部在出现生产安全事故时,能够及时进行应急救援,从而最大限度地降低生产安全事故给本项目部及项目部员工所造成的损失。
1.2 编制依据
1.2.1 《中华人民共和国安全生产法》。
1.2.2 《生产安全事故应急预案管理办法》国家安全生产监督管理总局17号令。
1.2.3 《建设工程安全生产管理条例》及相关法律、法规。 1.2.4 《国家突发公共事件总体应急预案》。
1.2.5 《生产经营单位安全生产事故应急预案编制导则》GBT 29639—2013。 1.2.6 《青岛市公共突发事件应急预案》。
1.2.7 《中国铁建股份有限公司安全生产事故应急救援预案》、《中铁十八局集团安全生产事故应急救援预案》。
1.2.8 建设单位与我单位依法订立的工程承包合同。
1.3 适用范围
本预案适用于青岛市地铁1号线瓦屋庄站-贵州路站区间隧道工程二标项目实施过程中可能发生的造成人员伤害、财产损失、环境破坏事故事件以及其他性质特别严重、产生重大影响事故的应急救援工作。事件事故包括:

1.3.2 火灾、爆炸事故; 1.3.3 隧道涌水、突泥事故; 1.3.4 基坑坍塌事故; 1.3.5机械、电气伤害事故;
1.3.6 防台风、防汛事故;(台风、洪水引发的事故?) 1.3.7食物中毒事故; 1.3.9环境破坏或污染事故;
1.3.10其他安全事故和自然灾害事故。
二、工程概况 2.1 总体工程概况
青岛地铁1号线瓦屋庄站~贵州路站区间,起自黄岛区瓦屋庄站,线路沿既有胶州湾隧道东侧向北下穿胶州湾湾口海域后,接入青岛主城区贵州路站,线路全长约8.1 km,其中海域段长度约3.49km,采用钻爆法施工。隧址区共发现18条断裂,大部分为高角度、中新代脆性断裂构造,以压扭性为主,其宽度在数米至数十米不等。其中隧道海域段穿越4组14条断裂带。
隧道洞身主要位于微风化火山岩及变质岩中,强度在40~145Mpa左右。为满足区间工期要求,共设置3座施工斜井(黄岛端2座、青岛端1座)。另外根据区间运营需要,共设有3个地下风机房及通风竖井,3个废水泵站,2个牵引变电所,2个独立降压变电所以及其他相关配套设施。
2.2 本标段工程内容
