摘 要
作为支撑政府——市场——社会三足鼎立的一支重要力量，非营利组织承担着政府改革后转移出的部分社会经济职能，在构建和谐社会、全面建设小康社会的过程中，发挥着日益重要的作用。非营利组织发展与政治体制改革相辅相成，其生存和发展需要政府职能的转变，为其提供发展的空间；而非营利组织的健康发挥将有效促进政治体制改革的深化和政府职能的正确定位。因此，非营利组织的发展，需要行政体制改革的进一步深化，根据市场经济发展的要求，彻底实现政府职能的转变，为非营利组织提供更广阔的生存和发展空间，促进其功能的更好发挥。 关键词：非营利组织 政府职能 转变

Abstract
As the support of government -- the market -- a situation of tripartite confrontation of society and an important force, non-profit organization responsible for government reform after transfer out of part of the social and economic functions, in the construction of harmonious society, overall construction of comparatively well-off society in the process, plays an increasingly important role in. Development of non - profit organizations and the reform of political system supplement each other, their survival and development needs of the transformation of government functions, to provide space for the development; and nonprofit health play will effectively promote the political system reform and government function correctly positioning. Therefore, the development of the nonprofit organizations, administrative system reform is deepened further, according to the requirement of market economy development, thoroughly implement the change of governmental function, as a nonprofit organization to provide a broader space for existence and development, promoting its function better play.
