社会科学2013年第1期徐美银：农民阶层分化、产权偏好差异与土地流转意愿
民的社会保障程度也是影响其土地流转意愿的重要原因。社会保障程度越高的农民，土地流转意愿越强。
基于以上研究，可以得到如下几点启示：
其一，随着我国经济发展阶段的不断演化，农民阶层分化趋势将更为明显，需要重视农民阶层分化对农村土地承包经营权市场化流转改革所带来的影响。
其二，不同阶层农民对农村土地制度具有不同的需求，农村土地制度改革必须正视农民的异质性特征，尽可能实现多样化的制度供给，保证制度供给与制度需求在结构上相互协调。
其三，采取措施，增加农民的土地流转收益，增加土地增值收益中农民分配的比例，改变农民对土地剩余收益的未来预期，适当弱化农民对土地剩余控制权的偏好，增加土地流转的供给量。
其四，坚持城乡统筹发展，大力发展农村非农产业，增加农民的非农就业机会，增加农民家庭的非农收入所占比例，减少农民家庭对土地的依赖程度，增加土地流转的有效供给。
其五，提高农民社会保障程度，尽快实现农村社会养老保险制度全覆盖，逐步弱化土地的社会保障功能，强化土地的财产功能，促进土地顺利流转。

Abstract:Itismoreobviousthatthefarmershavedividedintodifferentstratumsinchina.Differentfarmerstratumshavetheirspecialfondnessforpropertyrightsthatmayinfluencetherurallandtransferdesire.Aspecialfondnessforrurallandpropertyrightofresidualandrightofresidualcontrolmaylowerthetransferdesire.Amongtherurallandprofitrights，aspecialfondnessforrurallandpropertyrightofproduceandsafeguardprofitmaylowertherurallandtransferdesire，whileaspecialfondnessfortransferprofitrightmayhigherthedesire.Amongtherurallandhandlerights，aspecialfondnessfortransferrighthaspositiveinfluencesontherurallandtransferdesire，whileaspecialfondnessforinheritandmortgagerightshavenegativeinfluencesonthedesire.Thepersonalfeatureoffarmerandhouseholdandsocialsecuritylevelmayinfluencetherurallandtransferdesire.Sowemustgivemoreimportancetotheinfluenceofdifferentfarmerstratumsandsatisfytheirdifferentinstitutionaldemand.Meanwhilewemustincreasefarmersrurallandprofit，providemorenon－agricultureworkchancesandraisetheirsocialsecuritylevel.
