珠三角对外贸易的特点、问题及对策分析

摘 要
改革开放初期，珠三角凭借政策、区位及大量廉价劳动力等优势使其外贸得到了快速的发展。30年后的今天，伴随着人民币升值、劳动力成本上升、外需有限、次贷危机等影响，珠三角的外贸面临着前所未有的难题。本文根据珠三角外源型、粗放型、产业相似度高的外贸特点，分析其产生的原因是在于政府、企业缺乏长远发展眼光，创新意识不强；高端人才紧缺以及受法律法规和原有的招商引资政策所限制。最后提出了政府要解放思想实现区域间合作；要制定相关的政策措施扶持中小企业发展；要加强自主创新，实现产业升级等措施以解决珠三角的外贸难题。

Abstract
In the early stage of the reform and opening up, the foreign trade industry in Pearl River Delta area has enjoyed a rapid development with its superiorities in favorable policy, location and enormous cheap labor force. Today, 30 years later, however, it confronts a difficult problem to the industry in the area with the negative influences brought forth by the appreciation of RMB, ascending labor costs, limited external demand and subprime mortgage crisis, etc. This thesis examines the features as leaned external source, extensive production and high inter-industry resemblance in foreign trade sector of Pearl River Delta, thus arrives at the conclusion that aspects ascribed to this situation are absence of long-term development vision in the government and enterprises, weak consciousness of innovation, shortage of high-quality personnel and restrictions from legal rules and old policies of attracting business transactions and foreign investments. In the end, to deal with this situation, this thesis puts forward several measures, namely, the government should emancipate ideas to achieve regional cooperation and make relevant policies to support the development of medium-sized and small enterprises, and simultaneously, it should encourage autonomous innovation for upgrading the industry.
