Abstract
Construction supervision is a multi-disciplinary, technology intensive intelligent organization composed of multi professional, play a decisive role which implement construction supervision system in the city construction and engineering construction. The effective construction . The effective construction management system by many countries and regions in the world, especially the developed countries by more than a hundred years of history. Our country started the project supervision work in 1988 1996 in the field of construction pilot, full implementation of engineering supervision system. Achieved remarkable social and economic benefits, and promote the management level of engineering construction of our country to improve, has been widely recognized by the whole society, supervision has become an indispensable part of Engineering construction.
Construction supervision is a basic system of government, is the need of the development of market economy in china. In the form of law to promote engineering construction supervision, explains the importance and necessity of it, which has laid a solid foundation for the development of China's supervision. At present, our country engineering supervision is the supervision of the construction phase, compared with the developed countries there is still a certain gap between engineering supervision. Supervision in line with international standards is facing severe challenges.
According to the latest data, in which the 6512 construction engineering supervision enterprises, statistics, comprehensive qualification enterprise 83, enterprise class quality 2407, B qualification enterprise 2392, class C qualifications enterprises 1598, 32 qualification enterprises office. Engineering supervision enterprise contract amount of 142193000000 yuan, of which the engineering supervision contract amount of 92041000000 yuan, the project management and consulting, project bidding agent, engineering cost consulting and other business contract amount of 50152000000 yuan. The amount of the contract engineering supervision accounted for the total business volume of 64.73%, the project management and consulting, project bidding, construction cost consulting and other business contracts accounted for 35.27% of total business volume. Engineering supervision enterprises annual business income of 149254000000 yuan, the project supervision income 66628000000 yuan, project management and consulting services, project bidding agent, engineering cost consulting and other income 82626000000 yuan. Income supervision accounted for 44.64% of total operating income. Of which 4 enterprises supervision income breaks through 300000000 Yuan, 12 enterprises supervision income exceeds 200000000 yuan, 77 enterprises supervision income exceeds 100000000 yuan, compared with the business income of 100 million yuan project supervision number in 2010, up 40%. 绪 论
我国的建设工程监理制度自1988年以来，先后经历了试点先行，稳步提高和全面推行三个发展阶段，至今已20多年。毫无疑问，在这20多年间，工程监理制在提高建设工程质量、建设工程管理水平和投资效益等方面发挥了极其重要的作用。与此同时，我国的监理企业也如雨后舂笋般迅速发展壮大起来。从无到有，从弱小到庞大，从试点到推行，无不一一见证了监理行业的步步辉煌。然而辉煌过后，今天的监理行业又是怎样的一种格局和景象?
经济全球化将在曲折中继续深入发展，不但有利于我国利用国际市场进一步开放和扩大出口，而且有利于继续引进国外先进技术、设备、人才和管理经验，推动国内技术进步和产业转型升级。与此同时，国际金融危机影响深远，世界经济增长速度减缓，全球需求结构出现明显变化，资源、人才、技术、标准等方面的竞争更加激烈，金融市场充满风险压力。为了应对国际金融危机的影响，我国继续实施积极的财政政策和稳健的货币政策，有效防范和及时化解潜在金融风险。总体上看，世界经济的发展形势有利于我国经济继续保持平稳较快发展。
建设一支精通工程技术、熟悉工程建设各项法律法规、善于协调管理的综合素质高的工程监理人才队伍，是工程监理行业一项长期的战略任务。要发挥市场配置人力资源的基础作用，促进工程监理人才的合理流动；要发挥政府管理部门和行业组织的协调引导作用，促进专业监理人才主要流向一线岗位；创新人才培养模式，拓宽人才引进渠道，加大人才引进力度，科学管理人力资源，造就一批懂技术、善管理、熟悉国际惯例的复合型人才。
法规、标准是工程监理行业发展的法制保障和行为准则。目前，我国工程监理行业的法律法规、制度和标准的基本框架已经形成，但仍需完善
随着我国WTO步伐的加快，国外先进的项目管理公司将不断涌入中国市场，我国的监理企业面临着严峻的考验，要想在竞争中立于不败之列。必须借鉴国外的先进经验，明确自己的发展方向，逐步发展为具有国际竞争力的项目管理公司。
建设主管部门对监理的有关政策应进一步完善，为监理更好地发展提供良好的外部环境。监理企业应更加强自身的建设，强化内部管理，注重人才培养和引进，树立监理“守法、诚信、公正、科学”的执业准则，提高监理专业技术水平，提高企业综合服务能力，提高服务质量，共同维护监理的地位和荣誉，尽快与世界接轨。

第一章 监理行业的现状
§1.1 监理行业
1、监理分类
工程监理按监理阶段可分为设计监理和施工监理。
（1）设计监理是在设计阶段对设计项目所进行的监理，其主要目的是确保设计质量和时间等目标满足业主的要求；施工监理是在施工阶段对施工项目所进行的监理，其主要目的在于确保施工安全、质量、投资和工期等满足业主的要求。
（2）我国监理事业在建设事业的改革开放当中应运而生，不断壮大，现已成为建设事业中一支不可缺少的力量，为提高我国的工程建设质量和投资效益发挥了巨大的作用。工程建设监理是市场经济的产物，是智慧密集型的社会化、专业化的技术服务。
2、监理行业性质
(1)“政府监督、法人管理、社会监理、企业自检”是我国建设工程质量保证体系。社会监理是指具有法人资格和相应监理资质的社会监理企业，受业主委托对工程的施工质量、进度、投资、安全、环保及合同其他事项进行全面监理，同时做好信息管理和组织协调工作。监理企业是技术密集型的高智能服务组织，是中介服务性质的单位，显然服务质量是第一位的。
(2)与其他行业相比，监理行业是个特殊的行业。在实际监理工作中，它的特殊性主要体现在：具有多专业实践经验执业得心应手，无多专业实践经验执业就会困难些。这是监理职业的内在要求，也是国家对监理人员的技能要求。因此，作为一名监理人员，具有丰富的工程建设实践经验是非常重要的。
