摘 要
知识经济时代, 企业间的竞争主要表现为人才的竞争, 薪酬制度在吸引、留住、激励人才方面发挥着重要作用, 垄断型企业也不例外。薪酬制度是人力资源管理的重要组成部分, 在人力资源管理中具有十分重要的地位。大多数垄断型企业在国家政策优惠下获得了资源优势和制度壁垒优势, 利润的一部分来源于行政或资源垄断, 而非完全由企业经营者创造的新价值, 很大程度上并非其经营者辛勤劳动的结果, 也就是说企业真正的经营水平并没得到提高。因此, 垄断型企业的薪酬分配就与竞争型企业存在差别, 其最重要一点就是要剔除垄断所获得的利润, 也就是说要对垄断型企业经营者进行合理可行的绩效评价, 并据此作为支付薪酬的依据。本文通过对垄断型企业的高管薪酬制度存在的问题、垄断型企业薪酬制度改革的理论基础进行分析, 在此基础上提出了垄断型企业薪酬制度改革的路径。 关键词:垄断型企业; 高管; 薪酬制度; 绩效

Abstract
Era of knowledge economy, competition among enterprises talent competition, the pay system to attract, retain and motivate talented people to play an important role, monopoly enterprises are no exception. The pay system is an important part of human resources management, has a very important role in human resource management. Most monopolistic enterprises in the national preferential policies, resources and strengths and advantages of institutional barriers, part of the profits from the monopoly of the administrative or resources, rather than entirely by the business operators to create new value, largely is not the operators hard the results of labor, that is the real enterprise management level did not improve. Therefore, the allocation of monopoly enterprises pay differences and competitive enterprises, the most important thing is to eliminate the monopoly of the profits, which means that the monopoly business is reasonably practicable performance evaluation, and accordingly as the basis for payment of remuneration. The theoretical basis of the problems of executive compensation system of monopoly enterprises, monopolistic enterprises pay system reform is analyzed based on the path of the monopolistic enterprises pay system reform.
