1.总体施工组织布置及规划 1.1.施工组织设计编制说明 1.1.1.编制依据

?成兰铁路有限责任公司发布的新建成都至兰州铁路成都至川主寺段站前工程施工单价承包招标文件、补疑及答疑。

?新建成都至兰州铁路成都至川主寺段站前工程施工单价承包招标设计图纸、工程量清单。

?我单位对当地环境及现场踏勘资料。

?国家及铁道部现行施工规范及招标文件要求的技术标准和要求。 ?为完成本标段工程拟投入的施工管理、专业技术人员、机械设备等资源。 1.1.2.编制范围

新建成都至兰州铁路成都至川主寺段站前工程施工CLZQ-6标段,起讫里程D2K103+689~DK124+042.985(右线:YD2K102+155~YDK112+789.363,平导PDK103+481~PDK107+425),正线长度20.354Km。主要工程内容有:桥梁、隧道、相应的大临及配合辅助工程。 1.1.3.编制原则

?遵循《新建成都至兰州铁路成都至川主寺段站前工程施工单价承包招标文件》的原则。严格按招标文件要求的工期、质量、安全、环保、文明施工等目标编制施工组织设计,使发包人的各项要求均得到有效保证。

?遵循设计文件的原则。在编制施组时认真阅读核对所获得的技术设计文件,了解设计意图,掌握现场情况,严格按设计资料和设计原则编制施组,满足设计标准和功能要求。

?遵循“以人为本、安全第一、质量百年大计”的原则。严格按照铁路施工规范、标准、安全操作规程,从制度、管理、方案、资源方面制定切实可行措施,确保施工质量及安全,服从发包人指令,服从监理工程师监督检查,严格按规程办事。

?遵循贯标机制的原则。确保质量、安全、环境三体系在本项目工程施工中自始至终得到有效运行。

?遵循施工生产与环境保护同步规划,同步建设,同步发展的原则。

?快速施工的原则。确保施工机械配套科学合理、先进,能满足机械化、专业化施工,合理安排施工设备、人员,确保业主工期目标的实现。 1.2.工程概况

成都至川主寺(黄胜关)试验段位于四川省境内,起于成都青白江站,经茂县到川主寺(黄胜关站),正线全长275.8Km,隧道18座,175.914Km,其中20Km以上隧道1座,15~20Km隧道2座,10~15Km隧道4座;占正线长度63.78%,正线桥梁53座,44.008Km,占正线长度15.96%;正线路基长55.878Km,占正线长度20.26%。最长隧道为平安隧道,长28.426Km。沿线共设车站13个。

本标段为CLZQ-6标段,起讫里程为D2K103+689~DK124+042.985(右线:YD2K102+155~YDK112+789.363,平导PDK103+481~PDK107+425),全长20.354Km。本标段内大桥2座,分别为羊记沟左线大桥233.21m,羊记沟右线大桥261.23m;隧道2座,为跃龙门隧道左线长7296m,右线长8886m,平导长3944m;杨家坪隧道长12815m。 1.2.2. 主要技术标准

?铁路等级:Ⅰ级。 ?正线数目:双线。

?最小曲线半经:一般地段3500m,困难地段2800m。 ?限制坡度:9‰,加力坡18‰。 ?牵引种类:电力。 ?牵引质量:4000吨。

?到发线有效长:850m(双机880m)。 ?闭塞类型:自动闭塞

?设计旅客列车速度:200公里/小时。 1.2.3.自然特征 1.2.3.1.地形地貌

线路由高程500~700m的四川盆地成都平原向高程3000~5600m的青藏高原东部边缘构造强烈复合之高山峡谷带过渡区进行。沿线位于全国地势二级阶梯(平均高程1000~2000m)向一级阶梯(平均高程大于4000m)过渡区,地形总体趋势为北西高、南东低。

本标段地貌为龙门山高山峡谷区(Ⅲ1),地面高程2600~3300m,切割深度大于1000m,一般山脊狭窄,河流、沟谷深切,谷坡大于30°,沟床陡峻,多呈“V”型,风化剥蚀强烈,植被发育。 1.2.3.2.气象特征

本线成都至川主寺(黄胜关站)段位于四川省西北部,地形高差大,区域跨度大,气候由四川盆地湿热气候带的温暖湿润向温暖带、温带、寒温带、高山寒冷带气候的川西高原季风气候区过渡。年平均气温6~16.3°C,极端最高气温一般在31.3~36.7°C,极端最低气温一般在-5.3~-21.1°C。年平均降雨量484.1~1215.1mm。
