摘 要
随着市场经济的发展，建设工程招投标制度作为规范建筑市场竞争的一种有效手段，在我国得到了广泛的应用。然而通过对国际与国内招投标的研究对比，尤其是在我国市场经济体制不健全的因素下，招投标市场中尚存在许多不规范的做法，严重影响了我国招投标的作用发挥。在目前国际经济一体化的局势下，对我国的招投标进行规范化管理有着举足轻重作用。本文基于此对建设工程招投标的规范化管理作了一些有益的探讨。
本文首先讲解了我国建设工程招投标的发展现状。其次，分别从招投标体制自身及其的社会环境为出发点，指出了其存在的种种弊端。如：招投标程序不规范、评标方法不科学、缺乏先进的投标报价模式、腐败问题等。最后，提出了自己对招投标规范化管理的一些见解。工程量清单计价模式是选择优秀承包商的保障。要对建设工程招投标进行规范化管理，首先就要在招投标中选择先进的报价模式。推行合理低价中标，能够淡化标底的作用在最大程度上开放建筑市场。但工程量清单计价和合理低价中标都需要进行配套环境的建设。有形建筑市场的建立在增加交易信息透明度、加强监管、防止腐败方面卓有成效。还有其他方面一些改进措施，同时需要社会相关各方面的积极配合。

With the development of market economy, bidding for construction project system as standard construction market competition, an effective method in China's been widely used. However through international and domestic bidding for the study compared, especially in China's market economic system, the factors incomplete bidding market still remain in the many nonstandard practice, serious impact on the bidding function. In the current international economic integration, the situation of our country's bidding for standardization management has a pivotal role. This paper based on this to the standardized management of the bidding for construction project made some beneficial discussion.
This paper firstly explained our bidding for construction project development present situation. Secondly, separately from bidding system for their own and their social environment as the starting point, points out the malpractices of its existence. Such as: the bidding process is not standard, evaluation method is not science, lack of advanced bid price quotation mode, corruption, etc. Finally, put forward its own bidding standardized management of some ideas. Bq mode is to choose the excellent contractor safeguard. To bidding for construction project carries out standard management, first to be in the bidding process to select advanced quotation mode. Implement rational low quoted price, can desalt mark-bottom role in the maximum extent open construction market. But the valuation and rational low quoted price all need supporting environment construction. Tangible architectural market by establishing the increase in trading information transparency, strengthen supervision and prevent corruption effectiveness. There were other aspects some improvement measures, but also need social related various aspects actively cooperate with.
