有一份CIF合同，出售矿砂5000吨。合同规定：“CIF汉堡，2月份由一船或数船装运，并凭单据付款。”事后卖方于2月15日装运3100吨，余数在3月1日装上另一艘轮船。当卖方凭单据要求卖方付款时，买方以“第二批货物是3月1日装船，违反合同的装船时间”，因此拒绝接受全部单据和拒付全部货款，但卖方提出异议。
问：买方能否拒绝接受全部单据和拒付全部货款？为什么？

法国卖方和德国买方签订一份出售大米的合同。合同规定，按照卖方仓库交货条件买卖。买方提货时间为8月。合同订立后，卖方于8月5日将提货单交给买方，买方据此付清了全部货款。由于买方未在8月底前提货，卖方遂将该批货物移放到另外的仓库。但到9月10日买方前来提货时发现，该批货物因新仓库贮存条件欠佳已发生部分腐烂变质。双方为此损失由谁承担发生争议。上述损失由谁承担责任？

2003年3月3日，中国甲贸易公司（买方）与加拿大乙农产品贸易公司（卖方）签订一笔小麦进口合同，合同条件CIF宁波，支付条件为不可撤销即期信用证，交货期为2003年5月20日。甲公司4月1日向乙开出信用证，乙按合同规定的时间与装运条件发运了货物。5月22日，乙以传真通知甲：“装运给贵公司的1万吨小麦与发运给广西北海港的5000吨小麦同装在SXJ船上。”甲公司收到传真后立即通知乙公司，这条船应先靠宁波港再驶往北海。乙公司回复：“我们已按贵公司要求传真通知船公司，请SXJ船先停靠宁波港。”但该船实际上先停靠了北海港，并且在北海停留、卸货与检修了将近1个月后才驶往宁波港。这时国际市场小麦的价格已下降，国内买家以未按期交货为由要求终止合同并索赔。最后甲公司只能以降价了结。结果中国甲公司不但得不到预期利润10万元人民币，反而损失10万元人民币，共计损失20万元人民币。于是甲公司以对方违约迟延交货为由向加拿大乙公司索赔。乙公司认为在CIF合同下，作为卖方，其已经在合同规定的期限内在装运港把货物装上船，即已经完成了交货义务。至于货物何时抵达目的港，系船方所为，并非加拿大乙公司所能控制的，拒绝了中国甲公司的索赔要求。甲公司将争议提交仲裁庭仲裁。

中国A公司与德国B公司以FOB汉堡价格术语签订了一份国际货物买卖合同，由B公司向A公司出口化工原料。合同规定，装运期从6月10日起至6月20日止，买方所指定的载货船舶必须不迟于6月15日抵达装运港。合同订立后B公司积极准备货源，到6月10日，货物全部准备妥当，并存放在港口仓库中准备装船，但A公司未能按时派船到装运港接收货物。6月26日存货仓库发生火灾，一部分货物遭到损失。6月30日，A公司所指定的船舶才抵达装运港。后，A公司向B公司索赔，要求B公司赔偿其因货物受损而遭受的损失。B公司予以拒绝，并要求A公司承担因指定船舶迟延而使B公司所支出的额外费用。
