1概况

1.1 项目背景

交通影响分析(TLA)是在开发项目立项之前或者交通管理措施实施之前,评价和分析由新的土地开发、改造,规划的土地使用性质变更及重大的建设项目建成投入使用后,所产生的新增交通需求对周围范围内的交通环境产生何种程度的影响,从而在一定服务水平下确定对策,以减少因项目建设所带来的负面影响,缓解建设项目产生的交通量对周边道路产生的交通压力,交通影响分析是项目建设决策的重要依据。

根据《建设项目交通影响评价技术标准(2007年)》规定,住宅、销售、服务、办公、旅馆类建设项目新增的建设规模达到启动阈值(表1-1)的建设项目应进行交通影响评价。

淮钢安置小区经济实用房建设项目位于淮安市清河区,基地地处西安路东侧,枚皋路北侧,站场路以南,东邻锦华路。该住宅开发项目东侧是淮钢安置区一期,地理条件非常优越,交通十分便利。总用地面积135100平方米,拟开发建设总建江苏淮安交通勘察设计研究院有限公司 第 1 页 共 50 页 淮钢安置小区西侧经济实用房建设项目交通影响评价报告

筑面积228170平方米,其中地上建筑面积198376平方米,共设计居住户数为2132户。建设规模大于交通影响评价启动阈值。同时由于项目建设规模较大,项目建设及建成投入使用后将可能带来区域交通需求增大、交通拥挤加剧、静态交通矛盾等一系列问题;因此,有必要对其建成后产生的交通量及其对周边区域交通的影响进行分析评估,并提出相应的改善建议,保证项目投入使用后对周边区域交通影响在允许范围内。

1.2 项目概况

1.2.1 项目区位

淮钢安置小区经济实用房建设项目位于淮安市清河区,基地东侧是淮钢安置区一期,地理条件非常优越。项目地处西安路东侧,枚皋路北侧,南靠站场路,东邻锦华路,交通十分便利。
