摘要
工程量清单报价是国际上通用的竞争性招标方式，它是由标底编制单位根据业主委托，将拟建工程全部项目和相关内容计算出工程量，列在清单上作为招标文件的组成部分，供投标单位逐项填报单价，计算出总价作为投标报价再通过评标竞争，最终确定合同价。而与传统的定额计价模式相比，工程量清单计价更简捷、清楚，更适用于工程的招标投标。因此，熟练掌握工程量清单的编制就显得极为重要。
施工组织设计是指拟定工程项目施工分过程的组织．技术和经济等实施方案的综合性设计文件。是施工技术与施工项目管理有机结合的产物，它是工程开工后施工活动能有序、高效、科学合理地进行的保证。施工组织设计的主要内容是施工部署、施工现场平面布置图、施工方案、施工技术措施、施工组织及施工进度计划（包括施工段的划分、主要工序及劳动力安排以及施工管理机构或项目经理部组成）、施工机械设备配备情况、质量保证措施、工期保证措施、安全施工措施、文明施工措施等。 关键词：工程量清单；施工组织设计；施工方案

Abstract
BOQ is a common international competitive tender, which is prepared by the base price units according to the owners commissioned projects and all projects will be proposed to calculate the quantities related content, listed in the list as part of tender documents for reported bid price basis in units, calculate the total price as competitive bidding and through evaluation to finalize the contract price. With the traditional fixed pricing model compared to the Bill of Quantities is more simple, clear and more suitable for bidding the project. Therefore, proficiency in the preparation of quantities becomes extremely important.
Construction design is the process of developing sub-project construction organization. Technical and economic implementation of the program's comprehensive design document. Construction Technology and Construction is a combination of project management product, which is the project after the construction activities will start an orderly, efficient, scientific and reasonable to carry out the guarantee. Construction design construction deployment of the main contents, construction site layout plan and construction plan, construction of technical measures, the construction organization and construction schedule (including the Construction Section of the division of labor arrangements and the main processes and construction management organization or the project manager form the Ministry of ), construction machinery and equipment with the situation, the quality assurance measures, schedule assurance measures, construction safety measures, civilized construction measures.
