提高中小企业资金使用效率的对策研究
摘 要
近年来经济持续低迷，中小企业面临举步维艰的经营境地，急需改变现状，持续发展。首先，本文从中小企业的特质入手介绍了何为中小企业并提出了资金使用效率的重要性及提高资金使用效率对于企业的长期稳定发展有着重要的意义。在第一部分中本文还提出了用周转率、有效性、充分性，三个概念来表征资金使用效率的研究思路，为下文研究提供了衡量资金使用效率的工具。第二部分本文对中小企业日常生产经营的概况进行了描述并找出了其中存在的，成本费用控制、库存使用、财务管理、生产资金占用、固定资产利用等营销企业资金使用效率的问题。第三部分本文将中小企业实际生产经营中所存在的问题从宏观和围观两个方面分为了国际形势影响、国家政策调整引起、社会进程发展、管理方式四个大的模块，通过引入数据，详细分析了影响中小企业资金使用效率问题的产生原因，作用原理和危害程度。第四部分中本文利用数学方法建立模型，按照第三部分的四个模块提出了12条解决中小企业资金使用效率低下的对策，为提高中小企业资金使用效率做出了建设性的提议，从而缓解中小企业资金利用不充足的问题。

Abstract
In recent years, the economy remains in the doldrums, SMEs face the difficult business situation, be badly in need of change, sustainable development. This article from the small and medium-sized enterprise characteristic proceed with introduced what is small and medium-sized enterprises and puts forward the efficiency in the use of funds, In the first part of this paper is put forward the turnover rate, validity, sufficiency, three concepts to the characterization of the efficiency in the use of funds for the following research thinking, provides a measure of the efficiency of fund use tools. The second part of this article to the small and medium-sized enterprise daily production operation situation are described and find out which of the existing, cost control, inventory, financial management, the use of production capital, fixed assets to use marketing company capital to use efficiency problem. the third part of this article will be of small and medium enterprises actual production and management in the existing problems from a macro and surrounds the two aspects of the international situation, in order to influence national policy adjustment, social development, caused by process management four big modules, through the introduction of data, a detailed analysis of the impact of small and medium enterprises fund use efficiency problems, principle of action and the extent of harm. the fourth part of this paper uses mathematical method to build a model, in accordance with the third portion of the four modules to put forward 12solutions to small and medium enterprises fund using efficiency of countermeasures, in order to improve the use efficiency of capital of medium and small businesses to make constructive proposals, thereby alleviating the small and medium-sized enterprises in capital utilization is not enough problems.
