内容提要
物流产业作为新兴发展的第三产业，也是我国“十一五”、“十二五”期间重点发展的，可以与金融、高科技并驾齐驱的十大振兴产业之一。得益于政府的政策支持，改革开放以来我国的物流业有了突飞猛进的发展。但与国际水平相比，却又远远落后。发达国家的物流成本所占GDP的比重为10%左右，而我国目前却是发达国家的两倍。这其中的成本耗费和进步空间不言而喻。在我国现阶段，存在部分物流政策没有促进反而拖累了物流业的发展，因此，进一步精简完善和细化我国的促进物流产业发展的有关政策体系是“十二五”期间物流业发展的重点目标。本文介绍了我国物流产业发展的概况、面临的形势，分析了“十二五”之前的国家物流政策的实施成果及利弊，重点研究“十二五”规划中对物流产业的支持性政策，即国务院2011年颁发的针对物流行业健康发展的八项措施。物流政策应具体细化为可操作的条文，从而对物流产业加以调控和规范，作者结合中国的内外部环境，物流业的发展应考虑的各种因素，就政府政策应如何切实提高物流产业的效益、调整产业结构、提升产业竞争力，提出了自己的分析和建议。

Abstract
The logistics industry as a new development of the tertiary industry also is one of the ten industrial revitalizations during the key development of our country in the \and \Five-Year plan\which can keep pace with finance and high-tech. Thanks to the supports of government policies, China’s logistics industry has made a rapid development since the reform and opening up. But compared with the international level, Chine is far behind. Developed countries logistics cost accounts for the proportion of GDP are about 10%, and in China the current is two times that of developed countries. The cost and progress it is which goes without saying. At the present stage of our country, some logistics policies did not promote it on the development of logistics industry; therefore, to further streamline and refinement the policy system about logistics industry in China is the key objectives during the \ This paper not only introduces the general situation of the development of logistics industry and the situations in China, but also analyzes the results, the advantages and disadvantages of national logistics policy carrying out before the \Five-Year Plan\particular, I focuses on the logistics industry supporting policies during the\Twelfth Five-Year Plan\namely the State Council issued the eight measures for the logistics industry to be healthy development in 2011. Logistics policy should be divided into specific operational provisions, which can control and regulate the logistics industry. The author combines the internal and external environment of China, the various factors of logistics industry which we should consider, on how effectively government policy to improve the effectiveness of the logistics industry, to adjust the industrial structure and to enhance their competitiveness to put forward own analysis and recommendations.
