摘要
工程项目管理结合电子政务系统系统的设计是一项较为庞大的信息化工程。工程项目管理系统在专项资金、建筑资质、办公管理以及项目网上申报等多个业务方面具有重要的作用。在工程项目管理上我国也曾取得过很大的成就,但是由于管理的理念和方法不够科学和完善,致使在工程项目管理上我国信息化水平处于比较低的状态。工程项目随着规模的不断扩大,在工程项目管理过程中无法有效地管理和统计诸多的数据流和工作流,致使工程的工作效率不高,有损工程利润等问题的出现。本论文通过运用现代化的软件技术,致力解决在项目管理过程中出现的一系列问题。
系统按模块划分,对系统进行详细的需求分析、概要设计、详细涉及和系统实现。实现电子政务系统系统对工程项目管理设计,实现对工程的数据采集与分析,流程措施管理等功能。
本论文的研究工作包括以下四点:
一、内外工程项目管理系统发展现状,电子政务系统及工程项目管理信息化研究。分析了工程项目管理与电子政务系统的接口,抽象出工程项目管理各个功能模块和数据模型。
二、统架构和关键技术研究。分析适合工程项目管理系统的架构,结合当前较为流行的设计模式,确定系统的总体架构和开发方法。
三、程项目管理工作流程研究。针对乡镇政府工程项目管理各种审批工作流程,结合图形化流程设计工具,抽象出各种审批工作流程模板,设计工程项目管理过程中的各种复杂工作流程。
四、目管理信息及电子政务系统实现,设计图形化的管理界面,使看不懂流程配置信息的政府工作人员也能设计流程、修改流程、跟踪流程。本论文借鉴了国外先进的工程项目管理经验,结合我国工程项目实际情况,通过灵活的流程管理界面设计工程项目管理系统中的主要工作流程,通过轻量级J2EE(Java2 Enterprise Edition)框架和先进的软件开发理念设计系统的架构。

ABSTRACT
Project management combining with the design and implementation of e-government platform system is a relatively large information system engineering.Engineering project management system as an important part of e-government platform,in the construction qualification examination and approval,special

declaration,office management,and other business areas play an important role.Engineering project management in our country has had remarkable achievements,but the lack of scientific management idea and management method,causes our country engineering project management informatization level is not high.With the expansion of the project,in a lot of data during the process of engineering project management flow and workflow is not effective management and statistics,the work efficiency is low,the emergence of the engineering problems such as overall profit is damaged.In this paper,taking the research of this subject,by using the advanced software technology,solve the engineering project management in the process of government informationization level is not high,e-government is not open,complex engineering project examination and approval and project approval process is custom and so on.
System according to the module partition,detailed on the system requirements analysis,general design,detailed involved and system implementation.Completion of the project management combined with the electronic government affairs platform system design and implementation of data acquisition,data analysis,process control,and other functions.
This thesis mainly has carried on the research work of the following five aspects:
Current situation of the development of domestic and international engineering project management system,e-government platform research and

project management information.Analyzed the engineering project management and electronic government affairs platform interfaces,abstract the engineering project management in each function module and the data model.
System architecture and key technology research.Analysis is suitable for the architectural engineering project management system,combining with the current relatively popular design pattern,determine the overall system architecture and development methods.
Project management process research.All kinds of examination and approval work for the villages and towns government project management process,combined with the graphical process design tools,abstracts various examination and approval workflow template,design all kinds of complicated workflow in the process of engineering project management.
Project management information system and e-government platform implementation,the management of the graphical interface design,make don't understand the process configuration information of government staff can design process,to modify process,tracking process.This paper draw lessons from the foreign advanced project management experience,in combination with the practical situation of our country project,through the flexible process management interface design project management system,the main workflow,through lightweight J2EE(Java2 Enterprise Edition)framework and advanced software development concept design system architecture,to a certain extent,to enhance the project management in our country's international competitiveness,in line with international standards,drive the government e-government platform construction to realize the new span.
