咸阳市文兴路市政道路、文汇路跨秦皇路桥梁及配套工程项目 1 建设项目概况
1.1 项目地点及相关背景
咸阳位于陕西省八百里秦川腹地,南北距离约8公里,东西长约25公里的带状城市。公路网织,四通八达,陇海、咸铜、西韩铁路在此接轨,咸阳国际机场是我国最大航空港之一,初步形成了公路、铁路、民航相互交融的大交通格局。
随着西部大开发和西咸一体化进程的加快,咸阳城市规模不断扩大,机动车辆和城市人口急剧增加,巨大的人流、物流信息将为经济的进一步发展创造条件。而城市道路的不完备,制约着经济的发展。作为二级城市,无论是路网建设还是空间架构上,都有很大的发展余地。为加快咸阳市发展步伐,改善咸阳市投资环境,满足城际之间交往日益加深的需求,同时缓解市内交通,根据咸阳市城市规划,对城区道路基础设施进行建设。本项目包括文兴路市政道路(城市主干道)和文汇路跨秦皇路桥梁及配套工程(城市次干道)及与道路配套的排水、照明、标志标线等基础设施工程,由咸阳市城市建设管理局投资143540万元进行建设。
根据《中华人民共和国环境影响评价法》和《建设项目环境影响评价分类管理名录》等有关规定,文兴路市政道路、文汇路跨秦皇路桥梁及配套工程建设项目应编制环境影响报告书,咸阳市城市建设管理局于2012年9月16日正式委托长安大学承担该建设项目的环境影响评价工作,编制《咸阳市文兴路市政道路、文汇路跨秦皇路桥梁及配套工程项目环境影响报告书》。
1.2 项目主要内容
本工程包括咸阳市文兴路市政道路和文汇路跨秦皇路桥梁及配套工程的建设及与道路配套的排水、照明、标志标线等基础设施工程,项目建设内容如下:
(1)文兴路市政道路:文兴路市政道路为城市东西向交通主干道,为新建项目,西起咸平路,经陈家台路、彩虹二路、经电北路、彩虹北路、咸通路、秦皇北路、咸宋路、北塬七路、北塬六路、北塬五路、北塬四路、北塬三路、北塬二路、北塬一路,东至迎宾大道。自西向东经过或辐射咸阳市新兴纺织工业园区、北塬新城、市中心区、西咸新区秦汉新城等。拟建道路结构为:石灰土碎石基础30厘米,水稳碎石36厘米,中粒式沥青混凝土6厘米,粗粒式沥青混凝土8厘米,细粒式沥青混凝土4厘米。文兴路市政道路设计全长8700m,道路规划红线宽100m,道路实施宽

咸阳市文兴路市政道路、文汇路跨秦皇路桥梁及配套工程项目 度为74m,设计横断面为一块板型式,其中;机动车道2×16m,绿化分隔带2×5m,中央分隔带8m,辅道(机非混合)2×9m,绿化带2×13m,人行道2×3m。
彩虹北路—秦皇北路段,受到城投公司征地、平陵无名墓及秦都110kV变电站的影响,局部调整文兴路红线宽度和路幅形式,将此处道路标准断面的红线宽度调整为82m,北侧绿化带加宽至18m,南侧取消外侧预留绿化带。道路实施宽度为64m,其中中央绿化带为4m,机动车道2×16m,绿化分隔带2×3m,中央分隔带8m,辅道(机非混合)2×8m,北侧绿化带18m,人行道2×3m。
(2)文汇路跨秦皇路桥梁及配套工程:文汇路位于陇海铁路与秦皇路交叉口北侧,东起文汇西路与秦皇路交叉路口,跨越秦皇北路,向西延伸至泉南一巷南段,由泉南一巷南段做支路向北连接至玉泉路;桥梁跨越秦皇北路,连接工农村。项目为新建次干道。拟建道路结构为:下基层4%水泥稳定碎石20厘米,上基层5%稳定碎石36厘米,中粒式沥青混凝土5厘米,粗粒式沥青混凝土8厘米。人行道为采用彩色通体环保透水砖铺设。道路设计总线长284m,新路规划红线宽33m,设计横断面为一块板型式,其中:车行道2×9m,中央分隔带3m,人行道2×6m。辅修的支路一,紧贴秦皇北路东侧,是文汇西路自动向西进而北行车辆的右转专用道,全长为201米,改建后规划红线宽8米,行车道6.25米,人行道1.25米。支路二位于秦皇北路西侧,是非机动车由文汇路自东向西的北行交通渠道,全长223米,改建后规划红线为5米,采用现状路面布置形式。辅修的泉南一巷,是南北走向的现状道路,是连接文汇路和玉泉路之间的重要通道。全长256米,改建后规划红线宽10米,采用现状路面布置形式,其中机动车道7米,人行道2×1.5米。桥梁横跨秦皇路,连通文汇西路,设计桥长47.61m,与秦皇路交角102o,上部结构采用钢筋混凝土连接板梁,下部结构采用薄壁桥墩,组合桥台及桩基础。为三跨跨过,行车道15米,人行道2×4.75米。
